This is one of the new Inscription weeklies added in Mists of Pandaria. Completing them requires level 600 Inscription. The reward is a Scroll of Wisdom, which is used for Darkmoon Cards, Epic Staves, and Epic Off-hands. There are only two viable methods for obtaining a Scroll of Wisdom: the daily cooldown (Scroll of Wisdom) and these weeklies.

For this specific quest, you have to take the given quest item and use it with your Inscription (Inscribed Monument) to create the item needed to complete the quest.

A single Scroll of Wisdom is in no way worth the 6 Spirit of Harmony and Starlight Ink it takes to complete this quest.

Whether or not these quests are "worth" the materials to make the item is debatable. The worth depends on the value of the materials you're using versus the value of the materials that you can produce with the scroll.

Spirits are Harmony aren't all that hard to farm, whether you're doing it by killing things or literally growing them on your farm.

Unless you have another crafting profession, there's probably not anything better for you to spend your SoH's on in the first place, other than the vendor if you're needing specific mats for something else. Getting more Scrolls of Wisdom though means you can make the staves and off-hands earlier/faster and you can churn out more darkmoon cards as well. Some of those items might be worth more to you than the base mats, and some of them might not depending on your server's economy and which characters you have/use that are level 85+.

Since darkmoon decks are going for 40k-60k on my server, I'll keep right on making these extra scrolls as long as it's netting me that much of a profit.
