Minister Finister is not inside the cave with the other two. He's at the top of the path that starts to the right of the cave entrance.

While doing Finster go past him and towards Thorium point to grab the Prayer to Elune, it ends in front of the cave.

When you enter the cave head left, you will find Kiyuubi in a pool, continue down the corridor beyond and you will find Letherlo on a little rise in a large room.

It may not be quite clear from the minimap, but there is a fork in the road. If you are on the level with the guy who gives you Prayer to Elune, you took the right fork and are too high up. Go back to the bottom, and take the first left that looks like a clear path. You'll notice you're following a (faint) dotted line on your map.

This will get you to the outside minister quite quickly.

Minister Letherio is at 15, 38 on the top of the large rock in the middle of the water. He can be aggroed from below. Minister Kiyuubi is around the corner in a little pool at 17,42.

When you get this quest, go towards the mouth of the cave. To the right you will see a path going up. Take it and you will find the Minister, kill him. Continue up the path until you get to a circle. Kill all the adepts around it. I also got a Rare spawn there too. In the cage there is an NPC with a quest take it.

Head back down the hill. Next to the cave is the chest for the quest you just got. Turn it in.

Enter the cave and stay LEFT. You will come to the two other guys needed with parts to the quest.

firstly loot Finister's Spherule from Minister Finister who is standing 15, 38 on the top
then go to 21.36 to get in to the cave.
at 14.37 loot the Letherio's Spherule from Minister Letherio
at 17.42 loot the Kiyuubi's Spherule from Minister Kiyuubi then combin all.

They are all in the cave - if you wait!
I walked all around the top of the mountains and couldn't find a way through (only fell off and died once!)
I nearly gave up the quest - but went back (into the cave), killed someone I thought I'd already killed and ended up with the 3 orbs.

From Minister Letherio go up the ramp straight ahead (other side of the water) to a hub and take the second opening on the right, go down the passageway and Minister Kiyuubi will be found standing in a small pool at the bottom.

I had no trouble finding these guys, but it dosent matter how many times i kill them there isnt any of the lootable items for the quest!
Anyone else had or having this problem?

Yuff's comment is mostly correct, but here is the way I would have said it. (This was originally written as a reply to Yuff's comment, but got separated.)

You may as well pick up Twilight Collars and complete it while you do this one. Unless someone cleared out the cultists you can loot nearly all 20 Twilight Collars you need for it from the cultists you pass while completing this one. You can also pick up and complete two optional quests, Lunthistle's Tale and Prayer to Elune, at the same time. (The ! for the first of those two may be visible on your minimap as you leave Thorium Point if you go past the Horde flightmaster.)

Go west toward the cave entrance, but turn right just before it and follow a fairly obvious path with torches up the hill. It leads directly to Minister Finister. Kill and loot him. After dealing with him, assuming you want the two side quests, you can turn right and go a little higher. There is a fourth boss there, Highlord Mastrogonde with some Twilight Idolaters around a pool of lava and a captive quest giver. (Killing and looting Highlord Mastrogonde doesn't help with any quest, but the idolaters drop Twilight Collars.) If you are at level, you may need to kill some of the Twilight Idolaters to get to the quest giver, but the quests themselves take almost no effort. Lunthistle's Tale is just a "listen to my story" quest and Prayer to Elune is a "go and pick up your reward" quest that's on your way. The second one apparently does not count toward Searing Gorge Quests, but does provide a stamina buff, Zamael's Prayer.

Next, go back down to the cave. You can pick up your reward for Prayer to Elune at the entrance. As Yuff said, stay to your left in the cave. That will lead you directly to the remaining two bosses. Once you loot them you will have Finister's Spherule, Kiyuubi's Spherule and Letherio's Spherule, which you combine into Twilight Tripetricine. You won't see any progress on the quest until you do that. The "tripetricine" you create for this quest gets modified after you hand it in and is used later in the quest chain.

My only nitpicks with what Yuff said is that the captive, Zamael Lunthistle, gives two sequential quests, not one, and there is a pool of lava there, not a circle. (Things may have changed.)

No matter how many times I kill Finnister there is no loot. Anyone else having this problem?

Finnister will be at the top of the hill to the right of the cave. You should literally just walk straight into him as you get to the first level of that area.

The other two ministers are in the cave, if you head left first, you get to Letherio and just follow the map round. You will then see the other minister on an elevated ridge and voila, you will be done for this quest!

I am using bagnon and cannot combinethe spherules to get the tripetricine. Any suggestions? or have any of you had this problem? I tried deleting bagnon and lost most of my inventory :( I don't think there is a way for me to go back to where I was before adding the curse software :( Thanks for any help.

So I had a similar problem as several post'ers here:

Killed Finister and Letherio but no loot (apparently).

Then I travelled through the cave killing everyone on the way to Kiyuubi.
Killed him and right clicked on the Kiyuubi's Spherule and viola Twilight Tripetricine.

So suggest you go kill your way to Kiyuubi in the cave after killing the other two;
hopefully that solves your problem.

I added a few screenshots for this quest to help find the one that isn't inside the cave... and the cave, if you were like me and couldn't find either (since the quest tracker didn't put it on the map...) I'm a very visual person, so the screenshots help me more than reading does.

You need to do the quests at Thoriums Advance (71,53ish) to unlock the quests for Hansel Heavyhands at Thorium Point.

Then you need to hand in the quests for Taskmaster Scrange to get Dark Ministry for Hansel Heavyhands also.

I`ll scale how to do it a bit.so you won`t have a wall of text.

1.Pick up quest
2.You will need 3 items from 3 guys.
3.Two of the npc`s is inside of the cave, While the last one is on top of the hill once you walk up to get the quest giver.
4.Just follow the cave and you will find them both on the way around.
5.Once you have the 3 orb looking items in your bag fuse them together then return it back to Hansel Heavyhands at Thorium Point.

Done in a couple of min as a level 90.

So, for people without coords; the cave you need to go into is "Firewatch Ridge". To the left of Thorium point. One of the guys is outside the cave to the right and up the hill. Hope this helps.

As a new player with Legion update i've just finished that quest. The top hill boss is no longer required for that quest. The 2 bosses from Cave are enough to finish.

Description

I got one more assignment for ye. This one comes straight down from the Overseer himself. Seems he was pretty shook up once he heard about that "Archduke" ye discovered.

He's asked for us to hunt down three Twilight ministers that work over in Firewatch Ridge, to the west. Kiyuubi, Letherio, and Finister are their names, and they each carry some sort o' special rock. Combine all three and bring 'em back here.

Listen, when the Overseer gives orders, ye don't ask questions. Ye just do it.
