There is a Fallen Marshtide Footman located at 62.41. Once marked, the flag disappears in approximately 30 seconds. I marked this same Footman seven times to complete the quest.

I think there is a bug with this quest where you can only drop one flag at a time and have to wait for the last flag you dropped to go away. Really is best to just mark the same soldier over and over again so you can see it.

So are these "Fallen Footmen" the same as the "Fallen Warriors" that I see? Only I kill the monster, go the the fallen dude's body and try to plant the banner, but I always get an error message ("too far away", "something something target", whatever...)
What am I doing wrong, and what ought I to be doing to successfully "mark the fallen"?

There is no bug in this quest.
Keep your eyes open and you will see in the floor the human footmans dead.

The one complaint I saw several times here is that when trying to plant the flag you get a "Out of Range" message. I had this to on one of the Fallen, but the rest of them worked fine. It seems that some of them are just broken, for lack of a better word. Also you can plant a flag on the same fallen comrade after the previous flag disappears, I did this quest by walking back and forth between 2 of them.

I noticed near the end of the quest, that if you use the flag fast enough you can get multiple quest credit per corpse. I assume by binding it to a few buttons and mashing them you could even get all 7 at once.

Mark the "footman", not the "warrior".

Once it's been planted, the flag only lasts for 20 seconds. You'd spend much more than 20 seconds running around looking for a fresh body to tag.

Doing this after 6.02 it seems to be bugged, if I select a fallen guy and click the banner, nothing happens.

I thought it was bugged too but you must use the Banner on only the troop named Footman and I only saw one in the water....he's all armored up like a knight. You can use it 7 times in a row on him just have to wait 30secs for banner to disappear.

Lower your graphic settings to lowest possible, makes it much easier to spot them.

Just find one body and mark is 7 times. The flag takes about 20 seconds to despawn and you can just mark them again.

Alliance - There's one footman at 59,49. Stand there and cast the banner every 20 seconds.

Description

We've taken more than we've lost, but we've still lost too much. Too many brave have given their lives for the Alliance out there. I want to make sure they're given proper honors no matter how fierce this battle gets.

Take these flags out with you and place one on any fallen soldier you see. The protective wards on them won't offer much protection against any defilement, but it's better than nothing. I'll be able to better judge how many we've lost from a distance, as well.
