It would seem that this entire questline has you killing all the old scarlet crusade npcs that used to be at Light's Hope Chapel. That is, all the npcs that you could turn Naxx 40 tokens into for pieces of Tier 3.

Kind of sad, seems that tier 3 will continue to be a gap in the tier line unless Blizzard adds some other way for players to get it.

In order to unlock "Victory from Within" you must first complete:

The Brotherhood of Light
Soft Landing
To Take the Abbey

The quest "To Take the Barracks" is required to unlock:
Scarlet Salvage
The Wrathcaster
The Huntsman
The Commander

On my level 39 I completed these three first, before this chain would unlock.

Despite the quest text indicating that you would be using a "keystone", the portals are merely just executable. I have no idea if this is intentional or a difference between an earlier version of the quest and later, but there's no actual item needed for the portals.

OK, what is the real story here? I kill everybody top to bottom and take no loot, but get NO COMPLETION! WHY? Is there another wing to this Abbey? What else has to be done? I complete the quests in the Barracks across the way!

I do not know why or how I caught on to the quest? But I took my cursor over the portals, clicked and released about 8 troops from both portals and got a completion. Quest done. Please forgive my impatiences before.

You'd think that after opening the portals, the Argent Crusaders pouring through them would give you a hand clearing up the mobs. Alas, this is not the case, so don't do what I did and run straight for the portals and tailing all the mobs in the abbey in the process. Learn from my mistake!

Open the Argent Portals in the Library Wing and the Hall of Arms within the abbey in Tyr's Hand.

	Open portal within Library Wing (1)

Description

A few of our men didn't make it through portals which were supposed to open inside this very abbey. You've already proven your elusiveness and battlehardiness... now I need you to do so again.

The abbey has two wings: a library, and a hall of arms. In each wing, you should find a portal.

Use this keystone on these portals. Doing so should force them open, allowing our remaining shock troopers to take this abbey.
