The badge (the item that give the quest) is on one of the 3 gray boards on the inn floor. It is very small so look closely. While you are here grab the black shield over the fireplace and the hoofprints right out the doorway of the inn.

Description

A glint of light on the ground catches your eye from underneath the rubble. Brushing away debris and ash caked onto the object reveals the insignia of a gold anchor on white enameled on the surface: the sign of Theramore.

Underneath the anchor is embossed the name "Lieutenant Paval Reethe".
