This is one of forty books added in the 7.2.0 patch which can be found scattered around Dalaran. Interacting with the book will give you a rare-quality item version of it, which last for two hours before being removed from your inventory.

Location: Outside the Hunter's Reach shop, there's a flower cart run by Aerith Primrose. On the right-hand side of the cart, there are some crates, the book spawns inside the open crate.
