This is one of forty books added in the 7.2.0 patch which can be found scattered around Dalaran. Interacting with the book will give you a rare-quality item version of it, which last for two hours before being removed from your inventory.

Container: Kel'Thuzad and the Forming of the Scourge
Location: Find a way to access Archmage Vargoth's Retreat (engineering helps), located in one of the spires of the Violet Citadel. Once inside, head over to the bookshelves on the right, the book is neatly slotted into one of them.
