This is one of forty books added in the 7.2.0 patch which can be found scattered around Dalaran. Interacting with the book will give you a rare-quality item version of it, which last for two hours before being removed from your inventory.

Location: Head inside Curiosities & Moore, one of the inner buildings of the central ring of the city. As soon as you enter, head up the stairs on the left and look up as you do, there's a shelf directly above the stairs; the book spawns on this shelf, behind the ink pots.
