In order to get here you have to take the teleport pad from the workshop where you first encounter Chief Telemancer Oculeth in the quest Oculeth's Workshop located at 49,4 46,9
From there you teleport to the garden and after that you teleport to the library

After you teleport to the library you will find yourself in a cave called The Drift
the cave gives you a buff and a debuff:

the buff Driftwalk reduces your speed a little and makes you jump really high and have a slowfall effect to it
the debuff Temporal Dissonance will teleport you back to the workshop when it expires

here is the tricky part
you will have to run through the blue circles in the cave to extend the debuff for you to get outside the cave
each circle can only be used once before it has an unknown cooldown time and it gives you 10 more seconds on the debuff.

run through the first one there then slowfall down to the one on the bottom and position yourself so you land on the slope leading back up when you fall down again after jumping through the second circle
the third circle is to the right after you have gotten to the top of the slope,
now head for the 4th circle located in the opening to the left
5th circle is above inside the "room" and you have to jump to get it, position yourself so you fall down towards the exit where the last circle is and exit the cave

once you have gotten out of the cave the debuff will be removed and another telepad is outside
take the teleport to the only destination called Storage
there you will find a cave with a portal in it, the chest is located in the middle of the portal

after that take the telepad back to the Garden and then to library again and let the debuff expire to get back at the workshop to go on and hunt for other treasure chests

So there's that super complicated explanation already in the comments but I've got a faster way. I jumped from the Cliff edge behind Frostshard in Highmountain and Goblin Glided around the mountain into the cave.

During the quest , the last step takes place in the "The Drift" zone. You can disengage and take the exit south to head for this chest.

If you have trouble getting back, you can always head back to the start talking to Oculeth, go into his lab again, and a portal in the center off the room with the coils will take you to The Drift again.

Flying through the zone I happened upon a cave located at 58.37, 34.45 which contained the Warp Cache. Contained within was Ancient Mana Gem, Glittering Memento, Ancient Mana Crystal, 204 Order Resources, 50 Ancient Mana and two grey items.

If you're looking in the large cave with all the dragons, you're in the wrong cave. It's a much smaller cave up above it. 58,34
