OK, since no one has commented yet I can give you some facts about this rare. It has 1.5m health.

It started by ambushin me from stealth, like a rogue, while I was mining ghost iron and fights kind of like Moroes from Karazhan. It puts up a bleed debuff with the garrote icon hitting for 1% of your hp which stacks(I never let him get higher than 5 stacks on me). When he vanishes he uses an ability called "smoked blade" if you're near the location he vanished from. It hit me as a warrior for 53919 physical damage 2 times so 100k+ total.

It took a while but after I managed to kill him I got the achievement "A worthy opponent" and he dropped a pair of Ilevel 410 plate gauntlets, toughest NPC I fought in MoP so far!

I just for him walking along the river. He dropped Gloves of Burrow Spelunking.

If the other posts here are correct he also counts toward A Worthy Opponent and thus, Could We Find More Like That?.

Found him in the Valley of Four Winds at 68.6, 56.9. Easily solo'd as an 87 Warlock.

All Saurok rares use the same set of abilities.

Vicious Rend is a stacking bleed effect. It can be avoided by kiting the Saurok until the debuff falls off, or simply healed through.

Grappling Hook is basically just Death Grip. Saurok will use this when you get more than 20 yards away.

Vanish and Smoked Blade are the things to watch out for. Upon Vanishing the Saurok will clear all debuffs and DoTs currently affecting him. You have a moment to retarget and hit the Saurok again before he disappears, but if you don't manage it, AoE spells can knock him out of stealth before he gets the drop on you. Otherwise, be ready with a defensive CD.

Saw him dead today at 6:21 pm est/server time, It's now 8:28 pm est and he still has not spawned.... :/

Killed him today as a warlock. With the voidlord, he's extremely easy. At level 86, he grants ~357,000 experience.

If you have trouble fighting him - I just had a rare encounter. After engaging him a patrol of 3 Wildscale Poacher joined the fight and made it a walk in the park attacking and using hooked nets on him.

I belief this is a bug - if not it´s a nice mechanic for people leveling.

Found him on the Yan-Zhe River (location 70.3, 52.4). He walks all up and down the river bed and crosses to the other side.

I am a lvl 86 Affliction warlock (health 167.2k). First time didn't go so well. I had my Observer and got Salyin down to 13% health before he killed me. Came on here and saw another warlock used their Voidlord. So regrouped, summoned my Voidlord and just used Curse of Enfeeblement, Agony, Unstable Affliction, Haunt, Malefic Grip and Drain Soul. Anytime he used Vicious Rend on my Voidwalker (or the VW was low on health) I used Health Funnel. Salyin stayed focused on my VW allowing me to spam my rotations.

As previous posters have stated, he will use Vicious Rend and disappear so if you have an animal that can tank on your behalf just keep them healed up and he will focus on your pet.

So far best thing about killing a rare that I can see is that unlike previous rares in the past expansions, it seems to drop items geared to your class (cloth, leather). He dropped Monstrous Silk Gloves.

Just solo'd him with my 87 rogue Dunemaul 1/16/2013

Fight was easy, vanishes like the undead guy Karazahn... Dropped some cloth gloves, and his battle standard.

Very easy, and soloable fight!

Think this is bugged. I play on Outland and I killed 3 of him in less than 1 hour. Maybe it's just where I play but I think it's wierd.

My NPC scanner went off just after enter the cave at the Cliffs of Despair, I realised from the pics posted that he was above me and not in the cave. Rode up on to land above and found him at 71.52 just about the swim across the river to the opposite bank.

Took him down easily (87 BM Hunter), disappointingly he dropped Gloves of Congealed Mist

cant seem to find this guy... been checking for days.. he is the onyl one i need for the achievment.

Checked my npc scan and after leveling 5 90's not one of them have him cached so he has neither been seen dead or alive in all my time oassing this area on multiple toons.

Would it be possible to phase to another server via invite and kill the rare there?

This is overall not an exceptionally hard mob to kill, but there is one catch: he puts a stacking bleed on you that can stack more or less indefinintely. As the stacks get higher, you can get very easily overwhelmed. This provides a dps soft enrage to the fight.

To avoid this, you can attempt to drop the bleed. If you simply tank-and-spank this mob, the bleed will not drop. However, you'll eventually get a feel for when he's going to re-apply the bleed again (it's near the end of the dot's duration). Around this time, you can stun him and try to get some distance on him. If you kite him long enough, the bleed should drop, and there will be no dps requirement to the fight anymore, making it pretty easy.

i found him @74,50 was reading on here where to find him and after i was done reading went back to the game and there he was fighting my voidlord and was @ half life killed in about 20 secs

I didn't see it written anywhere on this page, but he respawns every hour or so.

Edit: Might actually be less. He respawned more or less half an hour after I killed him. He was swimming, that pesky warscout.

When I killed Salyin Warscout, he was in stealth when he died from my DoT. His corpse was still in stealth (semi-invisible).

When I moused over the corpse I saw the loot icon, but I couldn't pick up the loot. It kept giving me the error "You are too far away to loot that corpse" even though I stood all around it and right on top of it.

I was annoyed that I couldn't loot this mob that was challenging for me to kill, and I reported it in-game as a bug. I even got an achievement for killing it A Worthy Opponent, yet I couldn't loot it because it was stealthed when it died.

Then I had an idea. I kited a nearby Riverbank Barbshell over, and killed it right on top of the Salyin Warscout's stealthed corpse. When I looted, AoE looting gave me the Warscout's loot too, and I got my blue!

I was having trouble to farm this rare but I thought it could be usefull if I share my experience.
First, this rare has, definitly, nothing to do with Galegon's spawn like many have said.
Second, I can't confirm if this npc is actually phasing but I can say that while I was moving throught the path, from one side to another, I never got to see it during the almost 11 hours straight of farming.
Then, I simply stayed right at the beggining of the path where Salyin Warscout shows up (coord 75.8, 46.5) and I got it on every spawn (80 - 30 - 30 mins). Took me 4 tries until finally it dropped the Toy.

It's been a minute since anyone posted a comment on this guy, so as of 10.1.0 this should hold true. I was just able to kill him a second time at 7:57PM when he spawned again (first time was at 7:15PM when he spawned while I was waiting). So if the spawn time is consistent, then he spawns about every 40-50 minutes. He spawns at 75.8, 46.5 and starts on the path in a southwest-ish direction along the river.
