I flew over about 7 times without a quest exclamation mark showing up or visible NPCs in the area. I had to stop on top of where she is supposed to be, then after a few seconds everything phased in.

Very confusing since screenshot shows her on a bar stool and she isn't there.
Melly Teletone with "Compose Yourself" quest is located in the upstairs room of the bar, ramp up to npc is on the right upon entering the bar.

After completing her questline, talk to her in the upper level of the Everywhen Inn ( /way #2025 52.15, 81.41) to get Melly's Metronographer+++. Use it downstairs near Bartender Bob to reveal Bartender Blob. Buy Infinitea, then go out to a nearby waterfall and use it on the plateau after the first cascade (/way #2025 54.65, 85.85). Click the clock that is revealed, kill Temporal Investi-gator, and receive Investi-gator's Pocketwatch.

To start this questline, the first quest isTime, Signature and can be found at /way #2025 52.4 81.8 Melly Teletone.

So guys I was wondering why I cant see the npc all this about
Phasing or find her up there etc cant be done if you havent completed the series of quests that starts with Melly at exact /way #2025 54.02 81.58 Melly Teletone :).

Thanks for the instructions from YodasEvilTwin and others - a couple of things to add:

Melly is upstairs in the Everywhere Inn, however she is very shadowed and hard to see, she is sitting next to her slightly easier to see friend Pedgi (I must have finished the questline some time ago, so neither were highlighted nor had quest markers).
Click on Melly, and borrow the Metronographer.
Downstairs, use it next to Bartender Bob and a Slime Bartender Bob appears.
Buy the Infinitea from the Slime, then be quick as it doesn't last long. (the Metonographer goes back to Melly when you leave the inn).
Go to /way 54.67 85.85. Stand in the water at the bottom of the 2nd waterfall and use the Infinitea.
An hourglass appears above your head and a small old fashioned grandfather clock appears right at the base of the waterfall.
Click the clock and a time warped crock turns up and is the Temporal Investigator, kill it and you'll be rewarded with the toy.
If you run out of time, you can repeat by going back to Melly and starting again.

None of the listed coordinates to start the questline were correct for me, I found Melly at 54.97, 81.65 to start the questline, between a water fountain and a fire brazier.
