Tempestrian is a giant blue storm dragon rare that walks around the area of 48, 78 in Thaldraszus. There are a bunch of smaller drakes and a Matriarch about his size in the area.
He starts with about 4.5M health, and was not too challenging of a fight, even with a small group.

He is part of the Adventurer of Thaldraszus achievement.

This spreadsheet (EU) has the times in Central European Time for when this rare will spawn.
This spreadsheet (NA) has the times in Eastern Time for when this rare will spawn.
This WeakAura (EU/NA) provides a countdown to the next rare that will spawn, by default it has the coordinates and zone in the text message but can be disabled in the Custom Options tab.

The rare is on a 14 hour rotation with one rare in the rotation spawning every 30 minutes. (Except for after Eldoren where there's a 1 hour gap because Phenran is no longer part of the rotation.)

The dragon spawns somewhere near the Temporal Conflux, but you can't attack him until he lands at
/way Thaldraszus 50 79
From there, he wanders around unless engaged right away.

Something I don't see reported here is the fact that he drops Renewed Proto-Drake: Purple Hair but I don't know his drop rate

Love when it spawns and there is absolutely nobody around to help kill it, even creating a group in the finder and no requests lmao

My guildie and I, both hunters, grouped up and both had this drop. Stay in place at 50,79 and he will drop to the ground on top of you. You will see him flying around first but just stay put as he is unattackable until he lands. There was a Mage also attacking and was an easy kill. Very happy with the bow drop, I got it first on my Paladin so was waiting for it to respawn when I was playing hunter. Now I will go back and farm the LK appearance. Beautiful bows.

the timer for this rare is no longer valid. I used the timer in the comments as well as the spreadsheet and it has not spawned when it should have and I gave it and extra 10 min both times

Tempestrian no longer spawns. I camped the spot for 48 hours and he never spawned. No sure what's going on with all the bugs in game lately

So during a Dream Surge this rare did not spawn at the assigned time that wowhead listed on the main page. I waited around until it spawned as part of the Dream Surge, saw the announcement that it was being empowered but yet it didn't spawn anywhere. No body, nothing at all. This expansion and its rare roulette is some real BS.
