I noticed last time I saw this horse there was also a small abandoned campsite. If I see it next time I'll take a screenshot. It's not there today; the two must be related.

Because people think it might be a secret added in 8.3 I did a bit of research on this, here it is :

So when you do the mechagnomes intro quest, you encounter Serafim Springwheel which says

Hahaha they're going to lose it when they see the horse.

At this position you can see the Kul Tiran Steed standing there, not targetable. If you wait long enough (You can do all that without the quest active btw) you will see that horse being transported on one of the copters. It goes away for a bit, out of Boralus then disappears. That's pretty much all I've found in that location.

Also, someone pointed out that the position where the NPCs and the horse are is where the cave is for the baa'l secret. That might be a hint saying that it's a secret (?)

Another thing I tried was going to the alternate timeline to see if the steed was here, and it is. It's doing its normal route, nothing special. I tried to see if it was the same entity as the non alternate timeline by targeting it, removing the buff and see if I was still targeting it. That would mean it's the same NPC, just visible on both sides. And it is, which means it wasn't manually added to the alternate timeline, just didn't get the "Non visible in Alt T" flag I suppose.

Found him just standing still by Rustfeather's peak next to a lone slime. I couldn't interact with it, but when I killed the slime, it ran part way down the mountain and disappeared. I tried dragging the slime onto the steed to see if anything special happened, but nope.

For what it's worth, it seems this NPC is only visible to certain characters. For instance, my monk is not able to see it, but a priest who was standing right next to me could. He /patted it, and the chat said "<Character> gently pats Unknown." on my end. That, to me, indicates this may be part of a secret.

Update: It also appears to be an account-wide toggle, and not character specific.

I saw this guy running around today. Curious what his purpose is as well. I did notice that at the end of his route (around 75, 71) there are two hearthstone cards on the ground.

Same as previous posters saw the steed running around Rustfeathers hill but not interact-able at all. Something to do with Goldmane perhaps ?

Seems that only those who have Exalted with Rustbolt Resistance can see him.

I want this to be a breadcrumb to a secret. A way to unlock "instant" travel to Mechagon Island for the alliance, like the horde have their boat. None of the things I've tried have had any effect that would even partially confirm that though. It might just all be flavor. /shrug

I have tried, near 50 41 in Boralus (where the mechagnomes Serafim Springwheel and Chance Cogswaddle are sending objects to Mechagon):

Scrapforged Mechaspider (Chance or Serafim mention Piston Throttlebin invented the Homing Copters, he has one of those spider tanks, and the one we can ride is the one we made on the island).
Highland Mustang the horse that most looks like Kul Tiran Steed
I have tried the following items, targeting the stationary Homing Copter (while friendly, and with N'lyeth, Sliver of N'Zoth):
Protocol Transference Device
Hijack Synaptic Circuits
Remote Circuit Bypasser
Gnomish Universal Remote
also killing it while slivered. The two that spawn and fly off immediately have the same npcid. They don't leave a lootable corpse, but the item they're carrying doesn't despawn, it just hangs in the air. Chance and Serafim remain unattackable.

At the steed on Mechagon (at the end of its path, where it rests) I have tried:
Scrapforged Mechaspider
Highland Mustang

I just noticed this horse without any prior knowledge of anything. Never been part of a secret hunt before. But felt odd when I saw a Kul Tiran Steed rushing past near Rustfeather. Anyway, I googled it. As you do. Saw this page and now I've been frustratingly curious for an hour.

I read all comments here and tried a few things. First off I spammed any emote I could think of. I followed it around it's path many many many times while doing this. I tried using the "Autographed Hearthstone Card"-toy several times while it was resting next to the different Hearthstone cards on the ground. I then read something about being exalted to see it, so I went to the vendor and checked what you can get. So basically I tried to summon the pet that you can buy while next to the horse and I tried to place a F.E.A.S.T food table next to it, the recipe for which you also get with rep. Nothing ever really happened with all this.

But finally, and this is very very very confusing. But might be the most unique thing I can say. Might be a red herring. But when I was spamming the emotes over and over. One time when the Steed was jumping down from the area with one hearthstone card to the area with multiple on the ground, through my headphones came a shall we say "effed up" sound. There just wasn't anything else playing sounds anywhere around, in the game or on my computer. Only in-game sounds. The sound was as if metal trash (typical mechagon) was thrown into a pile of more metal trash. Or a half-full trashcan being tossed onto the sidewalk. It wasn't one "pitch", there was a short but continous distorted sound. Like rustling the tin trash - "Rustfeather". :P I have no clue really, but I feel I can't have been that crazy to have misheard it.

Kind of the biggest oof I have about this sound "idea". Is that I think I was writing /flirt just as the sound went off, and am therefore ever so slightly wondering if it could've been a really terrible bug with the voice file. After Blizzard removed all these flirts from the game recently. -_- Quite the annoying thought if it's just that.
