Just tamed this beauty after many near-death experiences.

Make your way on top of the pillar at 44.3 55.3, close to the alliance camp Mezzamere, and have your Gnomish Gravity Well ready. Without it you're out of luck as far as I tried it. Edit: Note that the Gnomish Gravity Well might fail. Have your glider ready at all times!
Wait till the ray comes in sight and start spamming your Gnomish Gravity Well till you are able to hit him. The timing might take a few tries but will ultimately make it possible to lure it down to the pillar.
Beware of his vortex ability, it could possibly knock you off the pillar. No idea IF but why risk it?

The ray itself doesn't hit too hard despite its intimidating size. Happy hunting and good luck for anyone wanting the only white-ish ray of Nazjatar :)

for help if you use marksman spec you can use the pvp talent sniper shot and depending your mastery it can shoot (62-70) yrds to help with the tag to lure it to you for an easier tame.

Using Deepcoral Pod, I went above Newhome, to 48.20, 65.35, in the Spears of Azshara. Sometimes my coords addon isn't accurate, but you'll look for a ruined building (Thoras'tal Spire), and jump up the rock/mountain next to it. There will be a small platform you can make it to. Once I saw the colossal sky ray come close to the rock jutting out in the distance, I jumped with extra height from the pod, and used my glider to go towards him and followed until I could land my shots.

I spammed murder of crows, barbed shot, any damage and dot I could while trying to make small circles around him. He resets very easily if you get too far without the dots in my experience. I don't know if concussive works, but I wouldn't suggest using it since it would keep him further away from you. I kept him as close to me as I could while gliding trying to find the closest place to land up high. Both times I tagged him and managed to land without a reset, he would end up scarily far while casting his caustic slime ability, but I let myself stand in it, just in case that helped maintain the tether. He should come right to you after his cast completes. He is immune to traps, and hits like a truck, and I ended up dying my first time getting him to land. In order to tame him, once we both landed, I shot him once more for good measure, used drums for lust, and then popped turtle and tamed.

I have goblin engineering, so I didn't have gravity well available. I tried Kylesiem09's method of using marksman spec with high mastery and 70 yd range, but I still couldn't find a spot where I could shoot him while grounded. Hopefully this helps with taming if you're impatient like me and wanted him before getting your BfA flying ability <3

Edit: Since it wasn't mentioned yet, this NPC flies high above Dragon's Teeth Basin, making a full circle above the area.

I think I finally figured out a pretty straightforward way to tame this guy that doesn't rely on using any rare items or tricks that might be hard to execute correctly. You'll only need to spec to marksman and turn on your warmode to get access to Sniper Shot (shout-out to Kylesiem09 for mentioning this ability). You'll also need 1 x Goblin Glider Kit but other than that, you should be good to go!

1. Make your way to the cliffs that are above Newhome. At /way 46.49, 64.13 you should see a bench and an unlit brazier(?).

2. Turn left (west) and head to the end of the cliff. Position yourself on the stone formation (/way 43.27, 61.58) and glide across the chasm to the other side.

3. Follow the right side of the cliff edge until you're at /way 41.17, 52.75. This spot is close enough to the normal route of the Colossal Sky Ray that I didn't have any issues with him evading me.

4. Wait until the Colossal Sky Ray comes to the range of your Sniper Shot and fire away. Once you get aggro, pop Aspect of the Turtle and start the tame.

5. Hopefully the cast finishes without you dying and you've got yourself a new floaty buddy!

As a sidenote, I don't think the Colossal Sky Ray's vortex ability does a knockback, I tried standing in it for a while but it only did damage to me just like the poison pool attack. The damage is nothing to scoff at though so I'd try to avoid standing in them if possible. If you feel like you messed up though, you can always just feign death and wait for the ray to come back on his next round.

As a druid that finally got flying, i made sure the bottom area is a flat area (like a road) and try to not land on a pillar or something. Reason because if you landed one of them, he might get stuck there because of pathing and won't follow you.

So anyway, i fly high on top of the Ray.
change to moonkin form and quick moonfire when on range, i spam Flap and interupt his poison cast asap and spam flap again until i reach the land.
Make sure you have a tank waiting down there because he hit VERY VERY hard, a healer could help too.

You can then kite him to 58.6 53.2 and put the colossal ray INFORNT of Anemonar (he's untargetable, but it's a big ancient coral tree) and kill the Colossal ray, REMEMBER to make sure the ray dies INFORNT of Anemonar.
If you did it right, Anemonar will activate and you can kill him for 50rep if it's your first kill and chance for Ancient Reefwalker Bark that give 350 reputation and 100 exp to ALL follower.
There are other ancient coral tree you can kill that also have a chance for this drop.
It is unclear if this item is daily or weekly, but you can kill all ancient tree coral once a day.

If you don't want to spec Marksman and use Warmode to grab this tame, there's another way to do it, but you do need flying, or a way to tag it mid air. I did it as BM, and grabbed it first try.

There's a cliff right above the Alliance camp in Dragon's Teeth Basin, and the ray flies pretty close to the edge of the cliff... but not quite close enough to shoot or tame it. Get as close to the edge of the cliff as you can, fly straight up just a bit, then fly directly out just past the edge of the cliff. When the ray gets close enough, shoot it once, then immediately disengage back on to the cliff; if you didn't fly out far enough and are still out of range, no worries, just get a bit closer and try again (it pats around a small circular path that takes about a minute each round, so it's not a long wait to try again). As long as you are at max range when you pull it, your disengage will land you back on the cliff safely. It flies toward you pretty slowly, so you have time to heal up with Exhileration if you need to... then tame away!

It also spawns tornado swirlies that do a fair amount of damage (Wind Tornado), but it only spawns one by the time you're finished taming, so it shouldn't be much of an issue.

Also, discovering this pet has been the greatest moment for my hunter in BfA. In M+ I've been swapping between my spirit beast (for spirit shock) and a core hound (for lust)… but this pet has BOTH. :D

This is aggroable on a blood death knight with flying as well. Use bonestorm at max runic power from atop newhome where the ray most closely approaches, mount up, and beeline towards the ray. Kite back carefully once bonestorm hits it, and you have it aggro'd on land.

I was able to pull him over to Anemonar as a disc priest by flying through him, levitating, and then pulling with penance with levitate landing on the coral ridge above the path around the horde base. Then the trick was getting him to Anemonar without losing aggro, I had to get to the far edge of the top of the coral closest to Anemonar and then dropping onto lower coral tops by getting the sky ray to the edge so I wouldn't lose line of sight and aggro when dropping down.

As a guard druid with Brambles, it's fairly easy to pull him, but it's a lot of hp to burn through. I flew above it, popped bear, barkskin, and flight form, then flew close to dmg him, then flew to a cliff.

You need to be near the cliffs otherwise it won't hold aggro, and can't pop brambles too close as you need to get back into flight form before combat starts.

It was simple enough to then kite him to the rare to kill, spammed /1 and got some help with the kill

As a Rogue I can't do anything. That cliff from alliance side bugging him and he stuck there also you can't just walk from there, cause there is not walkable path. Glider doesn't help cause there is no platform that you can glide to which also won't break aggro. I used all of my gliders by trying to find a place and still can't manage to get him follow me. This is bullcrap.
One item from achievement which required for meta achievement shouldn't be behind something that only few classes can do. REEEEEEEEEEEE

Finally got him kited to Anemonar, got him down to 45%....then he randomly evaded and reset while 3 of us were hammering on him.

What a #$%^ing garbage achievement.

EDIT: FINALLY killed him on top on Anemonar and got the damn acheev

I just tamed this with a fairly simple technique.

Stand at the top of The Hanging Reef (41, 52 according to TomTom), above where the 7th legion guardsmen and the Alliance portal to Boralus is.

Have some goblin gliders at the ready, because you might need to practice this a couple of times before you get the distance right.

When the ray approaches, fly up and slightly off the rock until it's in range. Hit it with any attack and then hit Disengage. If you've got the distance right, you'll land safely back on the rock and the ray will hold aggro, at which point it's an easy tame.

This can now be solo'd because at level 70 the mob doesn't hit very hard any more.

My key to keeping aggro while he's was in the air was using something like the item Voltscale Shield that emits constant damage shield. Also very important is staying close enough to the mob so that he doesn't de-aggro. Stay close, take the hits, and slowly move with him toward solid land. If he starts to cast, stop moving or you'll get outside his hit range and he'll see no path to you! Once on land I switched to taunts and heals to keep agro and walked the rest of the way.

Potion of shocking disclosure is VERY handy here. it does a pulse aoe that lets you mount up and get to the ray without having to worry about timing. You have 30 seconds to get it to the ground to kite it
