When you finish building a Nether Disruptor and hand in the quest, you get one Armorcrafter's Commendation as a reward. Bring the token to this dwarf and start the questline to craft legendaries.

Eliezer Hammerbeard is a dwarf in a tent at /way 41 59 near Deliverance Point.
After talking to him for what felt like hours on end, he finally comes up with the actual quest. As a leatherworker I had to choose between leather boots or chain gauntlets. After picking one, the quest is complete ... well, actually now it really starts. ;)

You're basically deciding whether you'll receive Wisp-touched Elderhide or Prime Wardenscale as the final quest reward. The one ingredient you'll need for either the legendary leather boots or mail hands.

The quest itself will require you to run 2 mythic dungeons, kill Gul'dan and farm stuff from (lots of!) humanoids on the Broken Shores. (At least that's the case for the leather boots.)

All in all it takes about 2 hours of doing various stuff and somehow (via AH or own Nethershards) getting a hold on a Nethershard Essence plus some rather common crafting ingredients.

Ok, I'm sorry, but I have never seen an NPC spewing more bullsh!t than this one right here. I'm going to be downvoted, I know it, but I don't care, I just have to get this out there. Everything he talks about is just downright ridiculous. Furthermore, everything he talks about has NOTHING to do with the Legendary item you're going to be crafting. The way he makes it sound, you'll be making a whole suit of armor (or whatever your spec is), but no, it's just one item. That is hardly "fashion". Also, Nightfallen are supposed to be the "epic" ones when it comes to clothing and fashion, what does this dwarf know that they and even Queen Azshara and her people do not? Whatever.

I found it amusing this fashion "elitist" is wearing gear that looks similar to what my hunter wore... 12 years ago.

I haven't seen it on my blacksmith or leatherworker, but on my tailor I saw you could access a dialogue option after you receive his quests, which explains the reason why he looks like a low-level caster in white-quality gear.

For some reason he's also not wearing shoes. The nearby Taloren Whitedawn isn't either. Why a dwarf and a blood elf are going shoeless in a warzone is beyond me, but they must have a good reason.

He will give you the same quests again when you receive another commendation. I've 3 bolts each of shadowcloth and starweave with no end in sight.

Updated: Apparently the reason why he gives you the same quests again is because the rewarded mats are used to create the BoE legendaries, i.e. Celumbra, the Night's Dichotomy

Is there a way to abandon the crafting of one item so as to start the other, after week I have yet to find a group to go to Kara to get the item needed?

As of patch 8.0 and 7/21/2018, DO NOT INTERACT WITH Eliezer Hammerbeard. If you give him an Armorcrafter's Commendation, he will take it and give you NOTHING for it. If you try again, he will do the same. As reported by several others, you will receive an error message stating "You don't meet the requirements for that quest" and will not be able to proceed. It's a known 8.0 bug that will likely not be fixed for quite a while, by the sound of it.

I was able to submit a ticket and get my lost Commendations back, but it took a couple times. If you contact Customer Support, be very clear that you do not want to do the quest chain at this time (they won't help with that). Just ask for your Commendation(s) to be restored. Explain that you will not interact with Hammerbeard until the quest chain has been fixed--you just want your items back for the future.

Here's the response I received upon submitting a ticket requesting restoration of my lost items:

To get into the issue at hand I’ve noticed through reading your case, that we're reporting an issue with Eliezer Hammerbeard stealing your Armorcrafter's Commendations :c I'm sorry to hear about the trouble my friend but I’d be more than happy to help shed some light, where I'm able to.

With patches there are bound to be things that break and it looks like something may have happened in this case. As much as we always try to shoot for a flawless release in new content sometimes that isn’t always the case, and it seems like you may have run into a bug.

I'm personally sending this information up to our QA team for investigation, so they can check it out and figure out what may be making this happen to hopefully keep it from happening in the future.

In the mean time, you may be wondering why we can't just "fix this" - and that's absolutely a fair question. While Game Masters have a wide variety of Phenomenal Cosmic Powers™ available to them (used only in Azeroth as directed), we too are limited at times. Even though we'd like to, we may not give credit for a quest, achievement, kill, etc., when it's being investigated as a bug.
This is, in part, because:
A) It would be a Band-Aid for one character - not fixing the underlying issue for everyone.
B) It can break the character in some irreparable way which is why we need to be extremely careful. >.<

For example, there was a time when we upped the gold cap on transferred 100s, and that simple change, for some unknown reason, broke ALL garrison functions on connected servers. Completely. And we had to roll it back. We want to prevent wide-reaching bugs like this, so we have to do lots of testing on our hotfixes and patches to make sure we don't ruin something in the meantime.

While I wish there was something I was able to work through for you on my side, with issues like this we have to be sure to not make things worse. I really hope you can understand. To help speed this process up, I wanted to provide some additional steps:

1. Highly recommend submitting a bug report in game if you haven’t already
2. Keeping an eye on the forums for workaround posted by the community
3. Checkout the Bug Section of the forums for any announcements relating to this issue (https://battle.net/forums/en/wow/1012660/)

With all of that said, I do want to thank you for your time, patience and especially your understanding, Ganondorf. If we can help with anything else, please let us know.

Thanks so much for your detailed response. I understand that it wouldn't be efficient to fix quest credit for a single player--that would be a very inefficient use of resources. I'm not interested in being able to proceed with this quest at this time. I'd simply like to have the two Commendations that I lost restored, so I can use them at a later date when the quest has been fixed. I'm worried that since this is a lower-priority issue, it will be a long time before the bug is fixed--and by then, it may be too difficult to prove I had the items that I lost. Thanks for considering this request. I can only imagine how hard you are all working, and your players are grateful!

After this happening to me I contacted Blizzard about getting the item restored and was sent this

I am sorry to see that you have lost your armor crafter commendations, since the npc didn't give you the quest. I know how this can be frustrating sorry for any inconvenient this may cause you.

I did look here to see what we could do to help you out. So, first to be able to get the quest you need to have crafting profession at max Legion level, andLegendary patterns learned. Since, you don't have could be one of the reasons he didn't give you the quest. In this case make sure you have that first before trying again.

About the commendations I was able to restore them for you. They are on your mail just need to pass by and get them

I havent confirmed if this works as I was not max level blacksmithing, I was a blacksmith but removed it in BFA and came back and used the book to relearn recipes.

I spent a while trying to find out how to get an Armorcrafter's Commendation for the legendary item, and I was afraid the quests might have been removed (like some of the WoD crafting stuff), or that I might have thrown it away years ago without realizing, or something like that.

Turns out, you can just buy it from Warmage Kath'leen for 1000 Nethershard.

Anyone coming here nowadays to craft an old legion legendary should know that you need to complete all of this NPC's quests (5 or 6 in total) before you can actually get the proprietary material to create a legendary. The pages on wowhead for some of those quests seem to indicate you only need to do one of the quests. All in all, for the leatherworking quest line, I had to do 3 mythic dungeons, gather 100 materials on the broken shore, and fly to Aszuna to finish it off. This can easily be done in an hour or so.
