The main reason for this change is likely to not put people unable to complete the final floor set during week 1 behind those who can. As far as getting a Legendary week 2 anyone can do it realistically, as you just need to clear the first 3 sets of the two wings both weeks. They are probably okay with better players getting long term advantages in higher ilvl and more legendaries quicker, but it is understandable they want the players to unlock their first legendary at once. Also makes sense that the highest ilvl version would cost a bit more, if just to make the essentially free higher than last two mythic boss items a bit harder to upgrade(harder in the sense it is a difficult value proposition when you can nearly get a new legendary at the 2nd level instead of upgrading one from 3 to 4).Another reason for the number changes is likely that the other resources needed to craft, mostly the base armor items, would cost a fortune week 1, where most likely couldn't afford them in the first place, giving it a whole week for people to drive the price of the mats for the armor down a bit will at least make them attainable. Even guilds will be hard pressed getting their armor crafters day 1 supplying the whole main team a piece each.Also finally plenty of Legendary powers won't even be available week 1, not even week 2(unless they lock Torghast till raid release which no one ever suggested would be the case) leaving you in a situation where you could have played well enough to beat all 8 sets in the two wings yet have no recipes available you'd want to spend on(and if you wanna instantly craft a higher level one when you do get the power on Heroic or Mythic release, the new system is better for insta crafting rank 2 and 3 Leggos anyways)My preferred one is locked behind a World Boss that could take Week 6(week 4 of raiding) to actually finally appear, that is a far worse restriction than not being able to craft a Leggo week 1 if I am good enough.
Because your power significantly increases even with the smaller legendary, makes sense. As others have stated already, it's definitely acceptable.

Folks, keep in mind that the 600 Soul Ash cap in Torghast is from completing all 8 Layers, not 8 Floors. It's 6 Floors per Layer. Yes, if you run the 8th Layer, you gain the rewards of all the Layers below that, but you can't skip to a particular Layer unless you have completed it before.So, to cap your Soul Ash reward in Torghast in Week One, you will need to finish levelling your character, gear it up, and the clear all 48 floors of Torghast. Since you can't change gear, talents or specs while in Torghast. And the Anima Powers you receive during the run are random. Add to that you're (sort of) limited to a specific number of deaths (depending on the size of your group).Seems like a tall order in Week One for most players.
Ahh yes 'legendary'. Probably the most diluted word in the Warcraft dictionary. If only the players who complain about welfare epics during wrath could see that legendaries would become mandatory, time gated gear.I guess its better than legion (hopefully) (probably not)
Ok at first i write someting about how i fell like people that commit to the game should be awarded for it and if they manage to clear all 8 layers of two wings in firsts weeks they should be rewarded for that. Blizzard had the chance once again to give disabled folks something to do, craft like it was in WoD. But of course, they make it harder to do once again.
I know why they've made this change but there's no doubt it's disappointing for those of us who play multiple specs. Maybe the generic legendaries will get a little bit of a buff to compensate. Right? :)

A bit more relative reward for those completing higher teirs, but less penalty for not rushing in week 1 to unlock and complete everything - good changes :)
This seemsreally stupid and the values that you are missing exactly 50 soul ash (out of thousands) will feel very frustrating and stupid to people.
