Oh, god, please. Never mind that not having any (or the right) legendaries feels like a handicap for challenging content; it feels like a handicap in general to hit 110, be fairly quickly decently geared thanks to Argus, and still do fairly terrible because of the lack of legendaries.Never mind that some specs don't really function well without very specific legendaries.Speaking of which, I really hope that if this stuff gets implemented, it coughs up a legendary based on your loot spec, because it's 100% unhelpful if you get a legendary for a spec you aren't aiming to play.
Part of the problem is half the time it's not helpful to get a legendary that *is* for your spec
My idea to how this may work is: If you have all the legendaries on one character (or even not) when you would normally receive a Legendary you will instead get a special item that you can then use to purchase one of these class specific ones and send it to your characters or keep on your main. This is all speculation on my part.
Judging only from the description seen here, it seems that the legendary is tied to your current spec, yes.

It is really strange that the monk one only says monk item. Maybe just a typo.
I wouldn't get too hyped, last time they spoke about legendary targeting / catch up, it turned out to be a joke (nethershard gambling that helped next to no one). I would pray they would add something in that department, but my faith in Blizzard is extremely diminished. It's really annoying to read "tips & tricks" for x class for y raid boss only to see "use z legendary" as a highly recommended strat only to be unable to go that route due to lack of aforementioned item and no way of obtaining it any time soon. I remember when TOS was fresh and several tanks struggled with Kil'jaeden's fel claws ability, and there were recommendations for prot paladins to use legendary shoulders and veng DHs to use boots to align their cds with fel claws - well good luck if it is your alt and you can't really do it. It's not a case of "my dps will be 5% less" it's a case of "I don't feel I have a suitable tool for the job". Same thing with healers and Velen's trinket - it offers extra cooldown that could be helpful for healer classes that don't have frequent cooldowns, if there's again boss like sisters that required to heal the shield up quickly in short intervals (around 50 seconds each if I remember correctly). Also mage tower challenges were vastly different in difficulty whether or not you had specific utility legendary - maybe now we can simply outgear these, but it was extremely disheartening for people who didn't have prydaz or warlock slow ring to see how their guildies breezed through some challenge and they couldn't use the same strat.

I hope this actually goes through, and not be some scrapped thing like it was in 7.2PTR. This could make it not so hostile for getting Legendaries on alts for god sake.
Oh that looks pretty interesting. Considering how late in the expansion it is, I think it makes sense to add it about now. If I had one objection it's that it still produces a random legendary :P...With that said, it's not entirely necessary. Bumping up the rates would help too. (Actually, it would help more.)
Nice idea in THEORY, but I doubt it'll work. Why? They're BoA. That means ANY class can potentially get any token. For new players, that just reduced their chance of getting a legendary they want because now instead of getting a crap legendary for their class, they might get a token for a class they haven't even leveled This makes the RNG that litters Legion even worse than it is already.Unless we can buy these tokens and thus buy the classes we want, this is only going to serve to be more frustrating. If this goes with Ketsuki's idea, then it's still terrible. Many players are lucky to have 1 legendary let alone every single one. Most I have is 5 on my druid. My shaman has 4. I have a whopping 1 on my mage and none on the rest of my toons.Only way to make the RNG bearable is if we can buy the tokens on a regular basis which is a true catch up mechanic. No having to be lucky on your first toon to get every single legendary, and no having to be reliant on RNG drops to get the token for a class you actually have.Legion needs LESS RNG. This expansion is just terrible with RNG which is getting more and more irritating.
I expect they will probably be used as an item that's given out instead of a legendary if you have all the legendaries for your class -- BUT I wouldn't be surprised if there was an alternate way to earn them as well.Regarding the idea that these are supposed to (exclusively) be catch-up for new players, that just doesn't make much sense. For one, they're BoA. Two, the catch up for new players was supposed to be the cranked up droprates and bad luck protection that applies to the first few legendaries you loot. If that's not currently considered sufficient... Well, they'd just need to turn the numbers on it up higher, right?

I think this is most probably similar to unsullied tokens where you can get a token for a different class. If blizz really is saying that this is a catch-up mechanic and this is a BoA(base on description) most probably this would be the case.
You all say they will be like RNG drops, or to buy but... What if they just loot on Argus ( The boss ) ? In any difficulty. That mean one, to several items a week, depending on how many lv 110 you have ( which means several 110 to stuff )... Saying you want between 2 and 4 legendaries because of your alt spec, it's already 2 to 4 weeks. It's a good idea to reward over time, until the end of the xpac. Because it's the last raid, it won't be "too quick", nor "too long". I think it's the best course of action to expect something like that...
They need to just make legendaries into heirlooms at this point. So you can have the global legendaries unlocked on alts and you wont get them dropping for the nth time instead of the bis spec leg you need.
