I agree, the fact the legion legendaries are changing from the pre-patch, show the intention to remain certain powers only during certain expansions, it's easier.
I hope this is the last expansion with Barrowed power

For those saying this had lore precedence, let me offer multiple factors here:1) Sylvanas actively uses her 'Maw Covenant' powers in the Mak'gora against Saurfang. It's not her usual banshee-esque or shadow magic, because Thalyssra and Lor'themar both agree they've never seen anything like it. Thalyssra and Suramar know EVERYTHING about the Arcane (including some stuff on other worlds), and Lor'themar has an incredible realm of knowledge fighting the Scourge and their use of Shadow and Necromancy. 2) Arenas. Weirdly enough, the Arena Circuit is actually canon in WoW. It's run by the Steamwheedle Cartel, and happens in all of the arenas you see all over Azeroth (and Outland!). So it really doesn't make sense why they can be used in THERE.3) Death Knights. Aside from Wraith Walk (which seems to phase you into Azeroth's Shadowlands and not the 'Realm of Death' Shadowlands), they have an NPC who is said to dwell WITHIN the Shadowlands, assisting them during the Legion Invasion and using their powers to raise new Knights ON AZEROTH.This isn't a "lore based decision." It's a weird "gameplay" based decision and it makes zero sense.

This makes total sense. After all, when Ner'zhul got ahold of relics from the Maw, they didn't work at all in the world of the living. That could have gotten crazy. Just imagine! Zombies everywhere, a freakin' LICH KING? Just imagine what damage Shadowlands power could do if it were able to travel into the world of the living.
From reading some of these comments, you morons actually thought you would be able to use your covenant abilities in old content and past expansions where the covenants have no power? The WoWtard community never ceases to surprise me. Cry more.

Think of it this way: in Azeroth we have access to the Heart of Azeroth but in the Shadowlands. Azeroth has no power so the heart longer works. As is such the powers granted to us in the Shadowlands are only meant to work in the Shadowlands not the land of the living I.e. Azeroth.

There is no lore justification here.People on Azeroth have been using power from the Shadowlands for years. Moreover, we know now that it's possible for agents of the Shadowlands to leave and use their powers elsewhere (the Forsworn, Draka, possibly the Nathrezim).This doesn't "make sense". It's purely a gameplay choice, and not a good one.
