I can't confirm this, but based on what happened to my paladin on the emissary weapon (quest displayed 340 but got 335 instead) here is how i would summarize it:1. Item level from WQ rewards are affected by your loot specialization (the type of gear, however, are not).2. Only items (on char or in bags) qualified for the loot spec you chose will count.3. Item level takes effect as soon as you switch your loot spec, but won't be displayed on maps until after a loading screen.What happened to my paladin was that, I switched loot spec from Ret to Prot, came out from an island expedition, saw the emissary reward went from 335+ to 340+, switched loot spec back to Ret and double-checked, still displayed 340+, turned in and got 335 weapon instead.My theory was that my Blockades darkmoon card did not count towards my Ret loot spec, and the next best trinket I got was only ilvl 310.That was probably why there has been discrepancies regarding what item level cut off were at from different reports.Again, these are just my speculations and I don't have any data to back that up yet.
its base from azerite level .. i got ilvl 370 at azerite neck level 25 .. i only see ilvl 355 at level 24 azerite neck ..
Noo it can't be it..My Heart of Azeroth is 373 and at 25 lvl. And my highest equpied item is 396- lowest 355. 366 overalal illv and still the emissary reward shows only as 355. Maybe the lowest equiped gear piece is the reason..
Can this be just bugged? I am at 368 ilvl HA at 24 371. And i got a 355 item. Hope they fix it.

I've read all of these responses and as long as everyone is telling the truth there is no pattern that stays true for the azerite ilvl from emissary. Both responses posted in here from blizzard employees is worded that it "CAN" scale up to 370. So only thing I can conclude from all of this is that it works kind of like world quests how even though you out gear them you still don't always get the max ilvl 330 gear, you still get 320 gear a lot. So I'm guessing that even though you may meet the requirements for the 370 maybe you can still get a 355 if you are not lucky. Honestly at this point it's the only thing that makes sense.
We need the "Warcraft Secrets" team to data mine the hell out of this and report to us immediately!
I just talked to a GM. He told me the ilvl is based on the highest ilvl of the item of the same slot. If you have got 370 shoulders in the past, you get 370 shoulders from the emissary. He also said there are issues with the system giving players lower item level than they have.
as i said, there are issues with the system. That's why yall havn't found a pattern to how it works. But it's supposed to be based on the highest ilvl you have ever got for that slot.
If the system works based on that. I think its just stupid.
What I know is that my lowest ilvl item is 340. My azerite ilvls are 370/340/340 and I am being offered a 340 from the WQs. If thats working as intended then I just dont know what to say.
