This is a sad excuse for a monthly reward. Already dropping the ball in Blizzard manner. Noice!

Edit : It will get better once we receive the missing skins (see other comments), still underwhelming.

Collected these, added them to my account, but they're 100% not visible in my Appearances. Anyone else experience this?

This Arsenal is the monthly reward for completing trading post activities in November 2023.
It contains the following items:

M'thorus, Dagger of the Grand Design
Taesavir, Sword of the Grand Design
Voidsong, Stave of the Harbinger
Gorridar, Darkblade of the Sunderer
Seetheras, Broadsword of the Sunderer

The last two items were added during Blizzcon 2023. A couple of days after the monthly reward went live. If you already completed the November Trading Post activities and used the Arsenal before Blizzcon you've not received the last two items from the list above.

There are new NPCs next to the Trading Post who offer these missing items. Kerbjorn for the Alliance and Melikree for the Horde. However, as of writing this comment you can't buy those missing items from them. You'll just get an error message if you click on the items.

Blizzard is aware of the issue. They're working on it.

UPDATE (Nov. 10th):
Just recieved the missing transmogs immediately after logging in on my warrior. No interaction with any chest or vendor required.

No bow, crossbow, or gun. Also no shields. GG Blizz for not caring for all classes...

Super disappointed... as a main hunter, side monk that uses fist weapons, this reward is completely pointless >.>

If you transmog either the: Gorridar, Darkblade of the Sunderer or Seetheras, Broadsword of the Sunderer and talk to the Twilight Hermit you get the following dialogue:

That weapon you hold... you should not have brought it here!

> You recognise my weapon?

I warned you before that the end times are coming. That weapon you wield prove it.
It emanates the same energies that coursed through the Dark Titan's blade.
Why did he strike this place? He was far too masterful a tactician to choose this target by chance.
His crusade sought to eradicate all life from existence. Do you think his final act before being captured by the Pantheon would not be in service to that goal?
Tread carefully, <class>, lest you inadvertently find yourself serving the same cause.

If you transmog either the: Taesavir, Sword of the Grand Design or M'thorus, Dagger of the Grand Design and talk to him you get the following dialogue:

That blade you hold... it profanes this place!

To bring a weapon like that here is to invite destruction, <Class>.
The titans care only about their precious Order. They would sacrifice anything to achieve it--including their own followers.
Even the Dark Titan had a pattern to his actions. A cold logic intended to impose his perfect vision, and the willingness to eradicate existence if he could not achieve his ends.
Do you think the rest of his kind are any different? Only in method, not in goal.
Be careful that you do not blindly become part of their plan.

If you transmog Voidsong, Stave of the Harbinger and talk to him you will get the following dialogue:

Your stave... it whispers to me!
