Can confirm it can drop from Unshackled Supplies with proof. I had learned level 3 essence before I got this one.

Anyone know if you have to be in the correct spec to get it, or if you can be in a DPS spec and get it for your off-spec?

So far i opened more than 15 chests and this refuse to drop. Im starting to open them when im in a tank specc...

Considering the drop rate it should really be applied over every spec when learned once.
