The Eel Infested Waters is a large green pool—similar to fish pools—at 48.0, 24.2 in Nazjatar (on the map, it’s near the bottom of the larger lake at the top middle of the zone).

You throw the Chum into the pool which then turns red and spawns 3 Skittering Eel (their interruptible electrify spell does a stun, so interrupts are recommended).
Loot Chum from the Eels, and throw it back into the water. That will spawn more eels to kill and loot. Repeat the process until, eventually, the rare Vor'koth spawns.

The pool isn’t always there, and does not have a fast respawn time. So you may need to check back periodically, or sit and wait a long time.

(The following bugs were eventually fixed. Left in for historical reference)

~~Bug?: It is possible for the chum tosses and Skittering Eels to end without spawning the rare. Hopefully this is just a bug that will be fixed, rather than intended behaviour.~~

Additional Bug: It seems to be possible for the green and red pools to be up simultaneously. When this happens, tossing in this version of the chum (the green/uncommon chum) will have no effect other than removing the item from your inventory. No word yet from Blizzard on a fix.

Is this a one time quest does anyone know? I did this yesterday but have Chum in my bags so wondering if that is just a left over item?

This is not a one time quest. This spawns a Rare Elite Vor'koth

I completed the quest and then picked up some chum from a Hydra the next day. Went back from the pool and found it there again, tossed in the chum and three Eels spawned. You get a bit stunned with 3 of them electrified.
Took about 7 chum and eels killed for the boss to spawn.

He dropped Skinning Technique: Dredged Leather

Every time I've done this after the first it just eats the chum and nothing spawns. I just want my rank 2 skinning, it's getting frustrating.

This event spawns a Rare Elite .
Can be repeated Daily
Event can be done with other players without grouping, only one player has to throw the chum to start the event, everyone gets personal loot
drops Skinning Technique recipes Skinning Technique: Dredged Leather, Skinning Technique: Cragscale and a pet Skittering Eel

How it works:

Loot Chum (Arcane Chest, NPC Drop in Nazjatar)
Throw Chum into Eel Infested Waters (green pool see coords above)
Eel Infested Waters turns red and spawns 3x Skittering Eel
Kill Skittering Eel and loot Chum
Throw Chum into red pool
New Skittering Eel spawns
Repeat till spawns. Requires 5-10 chums.

Druids (and maybe others): be prepared that throwing the chum somehow knocks you out of Feral or Bear form and then the eels will chain stun you for a day or two, so you can go warm up your coffee for this part of the fight. They did about 40% damage but when you manage to shapeshift back, they're easy to kill. More annoying than dangerous.

Buggiest stupidest quest I've seen in awhile. This is the kind of quest you want to take a WoW developer (or maybe a QA person) and show it to them and rub their nose against the monitor!

Some times you throw in chum and it does nothing. Sometimes you throw in chum and 3 or 4 eels spawn all at once (gl killing those as they all have channeled stuns). Sometimes just 1 eel comes out, as I'm sure it's meant to be. I have yet to ever see the rare.

edit: Finally saw the rare after about 20 eels. Fun...

(Arms Warrior here) Died at least 6 times, trying to kill those eels (I'm nothing if not a tryer)). This is a STUPID quest, and one of Blizzard's STUPIDEST. Can't kill those eels from the riverbank ....... can't kill them by jumping in amongst them . You need to ask yerself if you really need the Skinning skill upgrade !

Killed 17 eels before Vor'koth spawned and dropped Skittering Eel
I think I just got lucky. Not even into pokemon. Just did this out of curiosity

Completed on shadow priest.

Simply do the following:
1. throw in chum, watch for the eel(s) to spawn
2. run down the path till your at max range from the closest eel
3. make sure the eels didn't follow you, if they followed you then just go further until they leash back.
4. quietly slip into the water at max range
5. nuke an eel, if more than one pick just one to destroy at a time.
6. if you get low on health hop out of the water to heal then jump back in. Note staying out too long will cause the eels to evade/heal
7. rinse and repeat till you get the boss.

When the boss arrives
1. attack from land, do not go into the water
2. stay out of the lightning storms
3. burn down the boss
4. enjoy phat lootz

How does one even obtain Chum nowadays? It won't drop for my skinner whatsoever, even after getting the initial drop and doing the quest for it.

Funny thing:

Killed Elderspawn Nalaada and all his minions and get 2 Chums, couldnt get both because they are unique.

Next day i watched my mail and the Chum was there xD.
