Most likely a reference to the "Black Ball Line" family of sea shanties. The Black Ball Line was a passenger, light freight, and mail line running from Liverpool to New York from about 1818 to about 1860. It was known for moving fairly quickly, and for not always treating its sailors particularly well (although that wasn't uncommon at the time). Several shanties were written about it or include mention of it, including "Blow the Man Down" (one of the most famous shanties of all) and "Hurrah for the Black Ball Line". I don't recall any specifically mentioning a captain named Bill, although William Wright was one of the owners. Blow the Man Down will often include some of the following verses:

Come quickly, lay aft to the break of the poop
Or I'll help you along with the toe of me boot

Pay attention to orders, now, you one and all
For see high above there flies the Black Ball

'Tis larboard and starboard, on deck you will sprawl
For kicking Jack Rogers commands the Black Ball

The story also generally includes a Black Ball sailor either beating or being beaten by a policeman (or both). Hurrah for the Black Ball Line tended to have a more positive outlook on the ships, and would sometimes include tales of valor like defeating pirates, or just general praise for how fast the ships moved. (Some amount of that may have been ironic; one gets the feeling that these songs were probably song on the Black Ball ships themselves.)

This item currently seems to have two typos in game: a question mark after "sailors", and the letter 'n' missing from the word "known".
