This is one of forty books added in the 7.2.0 patch which can be found scattered around Dalaran. Interacting with the book will give you a rare-quality item version of it, which last for two hours before being removed from your inventory.

Location: Go to Photonic Playground and head upstairs. There's only one bookshelf on this floor; the book spawns on the left side of the second shelf from the bottom.
