This is one of forty books added in the 7.2.0 patch which can be found scattered around Dalaran. Interacting with the book will give you a rare-quality item version of it, which last for two hours before being removed from your inventory.

Container: The Guardians of Tirisfal
Location: Go to the very central building in Dalaran and stand on the teleporter pad in the middle which will bring you down into The Portrait Room. Head forward until the room opens up, and then head over to the room on the right. As soon as you enter the room, turn right again and you'll see a bench; the book is spawns above the bench, sticking out of the bookshelf.
