This is one of a series of new class-specific amulets created by Jewelcrafting. Each amulet has +1579 Stamina, and 1 Prismatic Gem Socket.
In addition, each one has a specific effect that grants a minor boon. Some are passive (Equip) effects, while others are On-Use effects.

The sources of the designs for each rank of this item are as follows:

Rank 1 - Design: Intrepid Necklace of Prophecy sold by Jabrul, a Jewelcrafting vendor in Dalaran.
Rank 2 - Design: Intrepid Necklace of Prophecy sold by Tiffany Cartier, a Jewelcrafting vendor in Dalaran.
Rank 3 - Design: Intrepid Necklace of Prophecy dropped by Dargrul in the Neltharion's Lair dungeon on Heroic difficulty.

Learning a higher rank of these designs will reduce the crafting cost.

Sylvan Maelstrom Amulet	Druid	Equip: Increases Versatility by 1000 (2.50% @ L110) when outdoors.
Intrepid Necklace of Prophecy	Hunter	Equip: Your pet enrages when fighting creatures of the same family, increasing its damage by 60% for 10 sec. May only occur once every 2.5 min.
Sorcerous Shadowruby Pendant	Mage	Use: Cast a random damaging spell at your target. (5 Min Cooldown).
Tranquil Necklace of Prophecy	Monk	Equip: Roll, Chi Torpedo, or jumping heals you for 89,000. May only occur once every 20 sec.
Righteous Dawnlight Medallion	Paladin	Equip: Chance on being hit to blind your enemy, reducing their damage dealt to you by 15% for 5 sec. This effect may occur once every 120 sec.
Blessed Dawnlight Medallion	Priest	Use: Heal yourself for 178,000, and restore 178,000 Mana. (5 Min Cooldown).
Subtle Shadowruby Pendant	Rogue	Equip: When you land a killing blow on an enemy that yields experience or honor, the remaining cooldown of Sprint is reduced by 10 seconds.
Ancient Maelstrom Amulet	Shaman	Equip: Regenerate 53,400 health every 1 sec. while swimming or standing in water and not in combat.
Twisted Pandemonite Choker	Warlock	Equip: Heal for 712,000 when your summoned demon dies. May only occur once every 3 min.
Raging Furystone Gorget	Warrior	Equip: Charge and Intercept generate 25% more Rage.

The info says "This item only drops in Heroic mode" but today I looted it in Mythic mode.

Is the drop 100% if you have rank 2?

I just ran a heroic and didn't get it. So it's definitely not 100% drop in heroic.

One's expectations shouldn't be set too high to have theses Jewelcrafting Recipes come easily.

I, too, have run many Heroic versions of the Dungeons that these recipes are intended to drop from without any successful Recipe drops.

On a notion and hope that they'd drop from the Mythic setting of the Dungeons, I've run many of those without any successful Recipe drops.

The 7.1.5 patch notes state the drop rates have increased for these Recipes yet still few - if any - drops have been found. Asking around the Realm, very few people I've met have many more Recipes than one (of the six) that are found in Legion Dungeons. As their lucky find came before this ugly issue of 'lack of Jewelcrafting Recipe drops', not much attention was paid so these people that I've talked with aren't sure if they'd gotten their Recipe in the Heroic or Mythic setting.
