You need to get the dye from the blacksmith and then click on the green tub in the tailoring shop.

NOTE: As of right now you need to have at least 1 Shal'dorei Silk in your inventory for it to work. It will not work if you have them in your reagent bank. Doubt this is intended.

This quest is so vague and confusing. Here is what you need to do to get the Bolt of Brimstone-soaked Silkweave

Talk to Alard Schmied in the blacksmithing shop to get Alard's Brimstone Shavings
Go back to the Tailoring shop, get Tanithria's green dye from the shelf
Click on the green dye tub under the shelf and you will be prompted to put the mats in to make the bolt of cloth.
Click the tub again to dye the cloth; it will finish the process and add it to your quest items (not physically in your bag)

At this point you just pick up the other items needed and use Tanithria's finishing table to make the lining and outer layer, and finally the Masterwork Silkweave Bracers.

Note: The Runic Catgut can be purchased from Lalla Brightweave there in the Tailoring shop.

If you are like me - and didn't come here first to figure out what to do, you may have ended up with two of these. In trying to figure out exactly what to do, I ended up clicking everything until it stopped being clickable, and for some reason the dye bucket lets you make two when you only need one.

The leftover can't be sold, but you don't appear to ever need it. You can't vendor it, so I just deleted it.

As of 10/21/16 Patch 7.0.3

You MUST have at least 1 silkweave in your bags, it cannot be in your bank or reagent portion of the bank.

just to clarify exactly.. to make outer layer you need 1 shal'dorei silk in your bag when you click on dye tub. not silkweave or plain silk.

For some reason, the level 2 recipes that I learned in the quest before this one kept flashing as "You have learned how to create a new Item: _____" over and over. It didn't prevent me from completing this quest, but it was annoying AF.
