The item appears to be up a ridge on your minimap but that's only because it is in a hut. From the entrance of the dungeon, turn left then go down and to the left to enter the hut and retrieve the item. If you are stealthy it is possible to avoid the sole mob that patrols in there and retrieve it without combat.

No stealth? No problem!

As long as you have completed this dungeon in the past few days, you can extend the lockout(/raidinfo). Enter the dungeon on heroic, go get the item. Done!

Is this thing a random spawn because it's not there at the location?

As an Arms Warrior here is a sneaky little guide on how I retrieved this item with all mobs still spawned.

At the Entrance to the Instance, stand with your back to the entry portal and immediately turn left. Run though the thick brambles etc and you will come out on a little hill at the side of the hut.

Just creep up to the edge of the hill as far as you can, as not to agro the trash, then Heroic Leap as far as you can toward the hut.

From there just run in to the hut and use Intimitating shout on the mob that patrols the hut and loot the item while he is feared.

This would probably also work for toons that have stealth abilities (do not quote me on this as I have not tried it).

Yes you will die from adds etc but you will just respawn back at the entrance anyways :-)

Anyone as any class can obtain this after the instance has completed. go there and you may pull 1-3 casters and just keep running stun if needed (but isn't) and loot the item in the hut where the quest shows it to be on the map and then leave group.

All these posts about where to find it. The real question is "where are you not allowed to use it?"...

If you have a group that doesn't want to clear to this, and you're not a stealth class, I have a proposed solution for you.

Draenic Invisibility Potion.

Alternatively, the item I used was Precious Bloodthorn Loop, and is obtainable from Gorum in Shadowmoon Valley (Draenor). It only has a 5 minute cooldown. I keep it in my bags and only equip it to use it. In this instance (pun intended), I used it with some good timing and only ran into two mobs, each being independent from one another. As a 668 ilevel prot pally, I was able to solo each of these on heroic with no cooldowns. The first mob didn't hit hard, and the second was an Everbloom Mender. Just keep interrupting the Everbloom Mender's healing spells, loot the item, and teleport out of instance. Ta-da! The potion has a longer duration, but the ring is reusable.

TL;DR.

After you kill the final boss, don't leave the dungeon. Re-enter by teleporting out of, and back into, the dungeon.
Use Precious Bloodthorn Loop or Draenic Invisibility Potion to bypass mobs.
Loot item, killing Everbloom Mender if necessary. Be sure to interrupt the healing spells.
Teleport or hearth out of the dungeon.

I tried to go to that spot to find the artifact but I couldn't. Literally I could not move forward to the three huts. I could get inside one, but not too far. :(
