This entire gearset is a reference to postal workers, particularly US postal workers.
Think about it:
For the two set: What is a mailman's stereotypical nemesis? Dogs. Having some protection against them would certainly help. (Yeah, WoW's Gargons might be stretching the definition of "dog" a little bit, but they do act an awful lot like attack dogs...)
For the three set: The damage types resisted seem odd, right? Well, here's the informal motto that the USPS has: "Neither snow nor rain nor heat nor gloom of night stays these couriers from the swift completion of their appointed rounds". Frost, Fire, and Shadow!
For the five set: Being able to walk/run more quickly helps with delivering the mail on time. (...Granted, most, if not all, post office workers use trucks nowadays.)

I am getting the belt as a reward for my adventure table (Night Fae).
Not sure if there are other ways to get these set items.

It's cool to have a set like this, but it's too low-level for anyone to bother. I got the boots at 155, but I replaced them a day later, and most of my other gear is higher than that.

I really wish Blizzard would give us a way to upgrade sets like this, or transfer the set bonuses to other gear.

I just got ilvl 161 of the pants from the Favor of the Court epic loot box from one of my callings, as well, so that's another source.

I haven't seen it before today, but the belt of this set is up as a World Quest reward, from "Parasol Peril" in Revendreth. Seems to scale with my ilevel as well.

Sure it comes at a low level. The set bonuses are novel. The real issue with this set is the look itself. Not a unique look at all. It's not not even a recolor of pieces you get from questing. I just wanted to run around looking like a Mail Courier, instead I just look like I mogged a set of lower lvl quest gear.
