About that frost build:
Acclimation is more or less a situational tanking talent (a poor one non the less) and Chillblains is a pvp talent. Those points are much better spent in getting Death chill and unbreakable armor (good dps CD's, 25% str is huge). And finally, the 3 scrap points should be spent in either Virulence or Death rune mastery (depending on glyphs/playstyle/gear).
About that unholy build:
Do note that a 17/0/54 build is commonly accepted as a "gear friendly" spec, and it is recommended for leveling/fresh 80's. Once you start getting some gear, a 12/0/59 (and ultimately a 0/10/61) build should be much better.
Also, I'd shift some of those unholy points around. Necrosis is currently a "weak" talent in unholy and it shouldn't be picked above Bone shield, Morbidity and reaping. You ought to max out Morbidity and reaping (you either pick reaping or you dont, never fill in 1/2 points.)

The only change I would do to it (maybe) is take the 3 points out of Death Rune Mastery and put them in Virulence.
