in spite of not being in the pvp thread (mentioned by goldish.... Which is now not stickied, but it's under "Helpful Threads") I can tell you that any arcane build without Slow is.... painful to look at. What exactly are you looking for here, BGs, Arena or just casual world pvp?

If you really want to go arcane/frost:

How this differs from the given build:
-Clearcasting - the mana bonus isnt really the reason for getting this,you want this so when it procs for Arcane Potency procs. The 100% mana bonus is just complimentary
-Arcane Fortitude - This is probably where id put the extra two talent points.
-No Student of Mind - Mana regen isnt for mages
-No Arcane Meditation - Mana regen isnt for mages
-Torment of Weak - Necessary for 12% extra damage. Since you will nearly always have "Slow" on your target this is basically extra damage.
-No Arcane Mind - Although the extra intelect will give more crit and spellpower (because of mind mastery) there are simply better ways to spend your points.
-Slow - Instant cast snare which also slows casting is a must. Idk why you'd skip it - Its only one point anyways....
-Frost Warding - Since you need the points to get icy veins its nice to get this for the mage v mage duels so you can negate some damage using your wards. Also if you use Ice Armor against rogues/other melee this gives extra armor which is nice.
-No Ice Shards - Your not really going to be using frost spells apart from the occasional nova+icelance or Cone of Cold. Its better to keep the points in elemental precision so that you can anull any -chance to hit talents from other classes. Its not pleasant when you miss a polymorph from a rogue with Heightened Senses (Reduces chance to be hit by 2%).
