I would say having all that haste is really good if you are doing a lot of chain healing. But with spot heals with Riptide or LHW, you will be much better off going with a lot of crit. The reason for this is the crits activate the water shield for mana regen, also with AA procs as well.

For a resto shaman, haste is almost always secondary to mp5, spellpower, and crit - but there's no such thing as too much haste, provided you have enough of the primary stats.
For a SPOT HEALING shaman, haste is almost always secondary. Even then, I would still put it ahead of mp5 as that is a stat that is only primary for a chain healing shaman.
Whether you want >500 haste entirely depends on how
you
heal. If you're primarily RT/LHW then ~350 and you're happy. If you're primarily CH then >450 is mandatory.
The soft cap for haste is over 1,000, so as long as you're not having problems with mana regen there is never any reason not to put more haste on when you can. ~30% crit raid buffed is more than enough for anyone but the most dedicated of water shield refreshers.
