Keep in mind that 3k5 on the boss raid dummy is going to translate to a lot more with raid buffs, if you have all needed synergies. Those + heroism/bloodlust account for an easy 1k dps increase if you know what you're doing (more haste, more crit, more spellpower, bloodlust, ...). I don't know how much i'd do on the dummy now, but i was at 3-3.3k and able to pull 5k on Patchwerk (pre-3.1, with almost full T7 BiS gear and speed potion admitedly, on a ~3 min kill). Telling us what you pull on bosses might be more usefull, though there's no Patchwerk boss in Ulduar (maybe Igniss if you aren't breaking adds, Kologarn if lucky, Razorscale if you can single out P2)...
From what you say, i'd still offer a few hints for optimising your dps (every little bit always helps but i think you're already not bad for where you are).
- your haste seems quite low, which might make a solar rotation a better choice at the moment. That being said, solar is at a disadvantage against latency problems, so ...
- if you are doing a lunar rotation, it's better to cast IS first and then MF, in order to gain a GCD worth of time for proccing the Lunar Eclipse (ie avoid having the MF runnning out before the first SF lands)
- Treants, Starfall and such are generally better cast during the Eclipse iCD or while moving : you don't want to use an Eclipse GCD for those and you don't want to delay proccing the next Eclipse either (using other spells than Wrath when Eclipse can proc). That being said, if treants is only going to be used once on a fight, try to time it with heroism. If the fight is longer than 3 minutes, forget about heroism synchronisation.

You might also look into moving 2 point from Moon Glow into Imp. Moonfire as long as you can support the small loss in mana savings. But other then that Celd has hit it right on.

Regarding your feeling on crit, try to remember wether those raids were some where all raid synergies weren't properly put in place. Crit for wrath and SF in raids can come from several sources, some of which you'll always have and others which depend on the specs in your raid :
- 5% from moonkin aura
- 5% from 4T7 if you (still) have it
- 4% from nature's Majesty
- 3% from iFF
- 3% on SF from iIS (i don't have it at the moment)
- 5% from mages/warlocks (if specced)
- 3% from elem cham/rogue (don't remember spec)/ret paladin
Taking this into account, the raid composition you have on a specific evening can impact your crit chances by 8%. Also it shows that the crit you have on your gear is not your biggest source of crit chance, ie raid composition impacts your crit chance in a way that you can't really compensate through gear.

I also changed my meta from 21crit/3%crit dmg to 25sp/+2%manaDon't. That meta-gem is the best there is for most casters with spells that can crit. Not for the 21 crit rating, but because it works out to 209% damage on crits instead of 200%. That's worth a few 100 dps by itself.

If you are above it just means you switch to the lunar rotation. It's not a problem in itself as at the moment both rotations seem to be very near to each other in terms of dps, ie it's more a playstyle/gear choice.
