8% is hit cap for all melee who don't dualwield both for skills(like hs &ps) as white hits.
when dualwielding 8% is still hit cap for skills, but you need like 21%(?) hit to cap your white hits.
17% is hit cap for 'magic' spells like howling blast and icy touch. (you require less hit rating to improve your magic hit so by the time you have 8% melee hit you have like 10% magic hit)

8% for 2H white and specials (HS, BS, SS, PS, DS, Oblit).
27% for DW white.
17% for spells (DC, IT, DnD, UB, CE, HB).
There is no need to hard-cap 17% unless going DW. Do not cap 27%.
Please keep in mind Virulence offers 3% spell hit as well.

well 8% melee hit is around 10% spell hit.
If you can get a draenei into your party, that'll make it 11%.
If you have a shadow priest or boomkin in your raid, they have a debuff they can put on mobs for an additional 3%, so that makes it 14%.
And finally if you have 3/3 virulance, you get to 17%.
So, as you can see, you can get spell hit capped by just getting to the 8% melee hit cap with a balanced raid composition.
As for IT missing, yes you want to re-apply it if it misses.
