Hit rating is important because it decides if and how often you hit. A high amount of damage and low hit means low dps.
Secondly consistent damage is more important than high damage.
In a group of any kind the role of the hunter is dps. He is expected to deliver a consistent and as high a punch as possible without taking aggro. Missing at the crucial moment doesn't fit in this role. Furthermore remember that with a 1% chance to miss you can miss ten times in a row. Meaning you do no damage at all for ten attacks.
I agree with the 'hit rating is most important' crowd. Get your chance to miss at 0%. Then work on building the amount of damage.

I prefer to gear/gem to hitcap and use the points in other talents. Just a personal preference I think. I don't rely on buffs, as they run out and I generally fail to notice.

It's probably going to end up being very close either way. When it's really close like this, i would just recommend going the hit through gear route b/c you are going to end up doing that anyway once your gear improves. This will save you from having to redo everything later.
The reason that people typically try to hit cap through gear first is b/c hit rating is the most valuable stat (increases DPS the most) as long as you are below the hit cap. You are going to get more bang per itemization point that way.
It definitely isn't as simple as "always hit cap through gear" though. If you have to throw on 2-3 crappy items with +hit to get capped through gear, you are going to be much better off getting cap through Focused Aim. However, if you're gear is pretty strong and there are some good talents that you will miss by spending points in FA, then hit through gear is likely the best option.

Dont want to be a smartass or anything but as i sse it you should gem or enchant the hit to the cap. One of the reason not mentioned in here (hope i didnt missed it :D ) is that Focused Aim talents dont apply to your pet. This means you pet will only have 5% hit and you 8% (if u have 3/3 Focused Aim). Also getting 1-2 points lower then the hit cap will result in a hitloss for your pet. Example: 261 hit rating yeilds (dont have the math skills to be exact) around 7.80%. That means your pet only gets 7% hit rating since they only get full % values.
I beleive its more important to hit with every single arrow/bullet and make sure that the pet also hits every single time then to miss.

I seem to recall that this was changed in a recent patch. Don't know for sure, though.
