deleting your WTF, cache, and interface folders and then running the launcher usually fixes alot of different type of things so I would be surprised if it uncluttered some things and made his FPS go back to normal.

Your WTF file contains all of the saved variables for your add-ons. If your add-on needs to save information about a configuration, profile, data, etc. it will be saved here. Normally, these variables are then loaded back into memory when you log on your character. These variables can become corrupted. If that happens, ONE of the effects can be lower FPS, though usually it would demonstrate itself with crashes or the add-on not working. Why FPS? Because FPS is mostly determined by YOUR machine, and if and add-on is going insane and eating up resources, it can then effect your FPS.
