Rogue-shaman tends to be a weaker comp, but it may have also been your skills. In season five when I was first learning to play with my warlock partner, we started capping around 1700, but then with greater practice reached a much higher rating.
You need to find a good partner, someone you get along well with, and preferably whom you know well. Arena is stressful, make sure you both know how to relax, or you won't be having any fun even if you win! Gear for optimal success (hateful mainset/deadly offset, the best possible from just honor), and keep practicing.
As for choices resto shamans go well with the following comps:
Hunter
Ret paladin
Arms warrior
Deathknight
Warlock
The optimal partner used to be a survival hunter, but now the classes are pretty equal in terms of how they synergise with a shaman.
