Since the amount of health gained from JoL is greatest from Ret paladin judgements, they should be the ones judging that (If no ret palas are present, it's preffered to have a Prot pala judge it, since the heal effect is second to greatest with their ap/sp).
Holy palas normally Judge wisdom (chance to gain mana etc)
If you were to land in a group with a holy, ret and prot paladin I'd assign the Rets to judge light, Holys to judge wisdom and the Prots to judge Justice (in order to keep maximum judgements of the just uptime).
If you're the only pala then you ought to judge either Light or Wisdom, depending on how many casters/much aoe damage that's in your group/floating about.

Prot > JoJ - To avoid getting JotJ overwritten
Ret > JoL - It will heal the most
Holy > JoW - They can only cast JoW/JoL from 40 yards and Rets got dibs on JoL
