*Whistle* wow that's one messy recount, spec and character.
I believe we all can agree that you've encountered a person with very poor knowledge of how to tank properly, he's probably not following any rotation seeing how he doesn't appear to be using Obliterate, and his IT damage is 2nd highest source of dps... and he doesn't use Rune strike or frost strike (or any rune dump for that matter >_>)
His spec is literary a mess, he doesn't have the standard 5/5/5 basic tanking talents, there's tons of 1's and 2's scattered all over (i.e. talents which aren't maxed out), there's many PvP talents in there aswell.
In short, trust me, there's nothing wrong with Frost threat (or Dk threat in general), you encountered a person unwilling to accept constructive criticism and who (forgive my choice or words) strongly needs to learn to play.
On behalf of the Dk community, I'm sorry for the inconvenience. Please do not judge all of us after that dreadful player. There's aberrations of every class.
Edit: Since you're asking for something that could make players like that improve vastly I reccomend the proper Frost rotation. (small explanation on single target/multi target tps, skip to the quote for the rotation)
(For single target)
Basically as a frost Dk you ought to keep Frost Fever up at all times, use Obliterate whenever you have any free UF runes, spend your blood runes on Blood Strike and "dump" your runic power using either Frost strike or Rune strike (and saving some for panic moves/CD's).
When it comes to aoe situations it's very common to drop Death and Decay at a location and run/DG your target to that area, followed by a rapid application of Frost fever (through Icy Touch) and a spread of it (Using Pestilence), followed by Blood Tap (clearning one Blood rune, turning it into an activated Death rune) ==> Howling blast.
Now, Frost isn't my area of expertise, Lynri is generally accepted as the "Frost Guru" around these parts so I'm just going to copy/paste some of his/hers(?) suggested rotations:
Without HB glyph on single target-
IT > PS > OB > BS > BS > *
OB > OB > OB > *
* use FS when runic power allows. On KM proc on single target = FS immediately, KM proc on AoE = HB immediately. Rime proc = immediate HB.
With HB glyph on single target:
HB > OB > BS > BS > *
OB > OB > OB (HB if up) > *
* use FS when runic power allows. On KM proc on single target = FS immediately, KM proc on AoE = HB immediately. Rime proc = immediate HB.
Without HB glyph and PS
IT > BS > OB > BS > BT > OB > *
OB > OB > OB > *
* use FS when runic power allows. On KM proc on single target = FS immediately, KM proc on AoE = HB immediately. Rime proc = immediate HB.

agreed. his spec blows.
looks more like a DK lvling/pvp/ i dunno wtf spec.
yeah... the spec is a bit of everthing.
im a frost DK tank myself and i have no problem with threat.. unless maybe when they pop BL right after the pull and a mage pulls 8k dps. lol... they generate 6k~7k tps like that :P

I'll second Aleanos. Unfortunately, since DK's are so easy to level up to 80, there are plenty of terribad DK's in out there in general (not just tanks). I play a frost DK tank, and I've never had anyone complain about my tanking abilities or skills. I've actually had quite a few people comment that I'm a good tank - which always feels nice.
Simply saying that you "dinged 80" is no excuse for any class or role. I can't count the number of times that I've pulled DPS classes who only pull 800dps through H UP (yes... 800), or I've had healers who have the mentality "You're above half health, you don't need heals yet". Tanks who think they can get away without being def capped, etc etc etc. The list of problems with players in general goes on and on and on. I'm sure you've seen similar situations in your playing.
In future, if you're doing a quick gear/talent check on a DK tank, make sure he's got the basic 5/5/5 talents (Blade Barrier, Toughness, and Anticipation) and the required defense rating (535 for heroics, 540 for raids). There's no cut-and-dry tanking spec for DKs, but there are definitely better talents and worse talents.

Yea the problem here is not you in any way nor is it Frost tanking. It is this DK tank you speak ok....for one his gear is terrible, for two his spec is a bit odd. However that being said DPS should have omen and use it but in this case he sucks so bad it wouldnt of mattered. I have been a frost tank since the beginning on Wotlk and the threat is exceptional.
