welcome aboard m8 :) First of all try to collect all mp5, int and sp mail gear and weapon.
Talent tree: there are generally accepted 2-3 solid resto builds for pve.
This one is my build:
http://www.wowhead.com/?talent#hZ0xxIZx0euIxoxkrIRt:0Lqcm0You can switch 3 points from Elemental Weapons to Healing Way, it's basically personal preference.
Glyph wise, if you are new to healing, i suggest Water Mastery instead of Chain Heal one.
You should always enchant and gem your gear even if they're blue.
You can check 2 websites i suggest:
http://www.ensidia.com/home/shaman-restoration-part-1-general/http://elitistjerks.com/f47/t24796-shaman_restoration/Rotation: Always Earth Shield the MT or OT, use Riptide right before pull, then LHW or CH depends on situation. Don't forget to refresh your Water Shield, Earth Shield and Riptide whenever they're off. Don't hesitate to use Nature's Swiftness talent for insta healing.
Totems: Flametongue, Stoneskin if you have DK otherwise Strength, Healing Stream and Wrath of Air (remember water totems are group wide not raid)
All in all, try some basic heroics like Nexus, UK or Drak'tharon, you should be adapted at few runs.
Addons: use some nice UI addons for better and flexible healing. Grid + Clique, Healbot or Vuhdo are some examples. i'm using Totem Timers for totem management.
Well, that's the general idea, i hope i can be useful for you :) Good luck and have fun at healing!

All great advice, just one minor correction about water totems being only party-wide. While this is true for most of them, Mana Spring Totem is now raid-wide.
Otherwise, as I said, excellent advice.
