I thought that the standard 0/10/61 builds peel points off necrosis to max out Improved Unholy aura (since it's great for later content).
Dirge is pretty valuable as it scales great (and with RPM you'll have to mess up your rotation pretty hard if capping becomse a problem :))
Whilst Annihilation might seem good (despite you wont be using Obliterate) it's inferior to necrosis, even if necrosis 5/5 is only 3% of your total damage.
My advice to you is: Take two points from necrosis and max out IUP, also are you capable of making the most out of GF?
Cause I find it more or less a decent pvp talent and fairly lacking in pve, if you're doing alot of 5mans/naxx/trash CE might serve you better.

From all i can gather the majority of 0/10/61 builds include Dirge and IUP at the expense of Necrosis, they're also nerfing the T7 bonus, from 10 => 5 rp. Making Dirge better than t/ bonus (since dirge includes more abilities).

The vast majority of 0/10/61 get both Dirge and IUP. Dirge should never be dropped as 10/61 due to the lack of Butchery.
The other thing to consider is that 4pc T7 is getting the nerfstick to the face, making Dirge even more mandatory.
About CE: there's not a whole lot in Ulduar that's explodable. Trash in Freya's room, trash on Razorscale and Thorim, but nearly everything else is invalid or not worth the CE (one other target being present is not worth the CE). I will say that the worms leading to Hodir are prime targets for CE and do offer some fun numbers, especially if your Guild pulls two or three mounds at once. But by and large, CE does not see nearly the usage in Ulduar as it did in Naxx.
Ghoul Frenzy is a 3.5-4% DPS increase once you figure out its strict limitations on your rotation. It's very, very good, especially for one talent point. It needs to just cost RP though, even if they have to move it down in the tree further or something.
By this point, I feel I could copy and paste all of these answers. Besides, Aleanos beat me to most of my point anyway.

Yes 3/5 necro and 2/2 IUP, I'd say booming your ghoul is mainly a pvp thing, where burst is key. In a pve environment you're much better off with it's substained dps (since you wont be able to resummon it in a while if you boom it).
It may be beneficial in certain fights, say final aoe trash pull before a boss where people will do tacs/rebuff/something for ~90 seconds, enabling your RD cd to reset so that you can proceed with a newly raised ghoul :>

About CE: i was thinking about such macro:

I used to have it in the past, bascialy it makes your ghoul go boom, but since now we have amazing ghoul frenzy I think it lost a bit of its usefulness.
I am aware of said macro, but it's more difficult to justify its use in Ulduar. For instance, in Naxx, it is very easy to gain 60k+ damage from a well-timed Ghoul explosion. Slimes before Patchwerk, spider groups in the room after Faerlina, the humanoid groups in front of Faerlina, groups in Military wing, and so on. OS is even doable with all the adds during Sarth.
Ulduar makes this a little more difficult to justify. There are only a few places where extremely strong AE is possible. I'm still playing with it though, especially in 25 man.

60k+? Hard to imagine... DO you think that it might be good to put on glyph of the corpse explosion instead of i.e. glyph of pestilence or blood tap?
60k is a small explosion. If you grab some of the larger groups of trash in Naxx and blow him up, you can break 300k.
CE Glyph? I would not. The extra range on Pestilence is much more useful to me.
