There are many, many, many topics on the subject. There's also a wonderful thing called the "Search" functionality, and also Google.
To answer your question though, no, you should not continue to stack hit. In fact, you could drop some hit rating (down to 237) in a raiding environment and still push higher DPS.
One of the best ways of finding out what's a good upgrade for you is to use a spreadsheet.

If you have a shadow priest or draenei regularly in your raids, you can drop a bit of that hit.
Don't gem hit ever.
misery only affects spells though right? (poisons for rogues). it wouldn't affect special abilities or white hits at all, if i'm understanding correctly.

Correct, but by the time you've hit the poison soft cap (which takes misery or ImpFF into account), you're well above the specials hit cap (98 hit rating). At this point, you're better off stacking other stats such as AP/Agi.
For Mutilate, expertise and hit rating have a much greater impact on DPS up to their respective caps (26 expertise and 237 hit rating) compared to Agi/AP. For combat, beyond the specials hit cap, the value of hit rating drops compared to Agi/AP, and expertise isn't required to the same degree that it is for Mut.

Misery/Imp. FF is 3% spell hit
Heroic Presence is 1% all hit
the 315 number is to become poison hit capped... Poisons are considered spells, even though they don't scale with Spell Power.
