Yes, you can just move the directory to the new computer.
I just want to repeat. Yes you can just copy and paste the folder onto the new harddrive. I've done it a number of times.
I buily a new computer and copied it from old to the new SSD. Copied from the SSD to my 1 TB HDD as a backup. SSD died. Played off the HDD until the new SSD came in. Copy/Paste from HDD onto the new SSD and am now playing off it.

I do it all the time and I can confirm you can just move the dir.
During installation, the only "special step" besides creating the directories and the files is to create a registry key that contains the location of where the game is installed, along with creating shortcuts and menu entries.
The registry key - if it doesn't exist (because you simply moved the dir) - is still created automatically when you run the game for the first time. The shortcuts on the desktop/start menu you can create yourself, if you want them.
