Is recount accurate?

For example, I killed a mob with 10000HP in 10sec. My DPS should be 1000 but recount showed me about 800. Is recount accurate?

Or the other possibility is that you count too slow and it actually took 12.5 seconds? But seriously, all it does is record the total amount of damage done and divide that by the number of seconds you're in combat. That result is your dps.
Another possibility is that you were in combat before you started dealing damage and it took a moment for you to leave combat after the mob was dead. With that padded time on each end of the fight it's possible that recount counted all the way to 12.5 before figuring your dps.

Also, there are a number of ways recount can be manipulated to get the results you want. A number of times, for example, my mage is consistantly #1 in the DPS list, but someone will pop a recount from one of the other tabs, showing him, say, at third in the list (For example, if they have theirs set to record total damage, rather than DPS, and my mage is primarily using single target nukes instead of AOEs, someone else's may SEEM higher on their list if they're popping a lot of AOEs on large groups of small mobs.)

Also, the DPS shown by Recount and Skada is not the same.
Skada is usually higher than the normal DPS.
For that example, it may be 1200.

If you still "in combat", why it would? Recount doesnt know that you killed a mob, just know that you left "in combat" state. Then it stop counting.

Recount isn't based in combat mode tho, it somehow detects when you stop hitting. But of course it has a delay aswell.

Recount is never absolutelly accurate - but it works more or less the same for all players, so as comparisson tool its pretty usefull. And ofcourse the longer the figt, the more accurate data you get - 10 second is very inaccurate (i know it was only an example), in longer fight (or more indempendent fights) the numbers get far more valuable. I doubt it could be off by 20% as you stated.
All this is ofc based on observation, i dont have inside knowledge of how it really works.

I tested recount and I found that the timer will stop when I stop hitting (no more damage is done including DoT). The time shown in recount is about 3 sec more than the actual time. Any ideas can solve this problem?

Every method of
estimating
your DPS will have quirks in its implementation that will cause it to produce slightly (or possibly greatly) different numbers than another method. Even two instances of Recount, running in the same combat zone, ostensibly receiving the same combat events from the same combatants will produce slightly different numbers.
Basically -- you pick one and stick with it. Even if it may not be completely
accurate
it should be completely
consistent
.
