IUP is NOT about the fact that your Runes CD faster; it's about the movement aspect granted to you while in Blood and Frost Presence as well. The run speed works no matter what presence you use. This is the appeal.
UH is very GCD-friendly for the most part and there are very, very few occurrences where there is absolutely nothing to do. RP needs to be used, GF needs a refresh, BT+BS needs to be popped, etc. All of this lends itself very well to the 8-10 second Rune CD.
Losing the 15% damage from BP is not ideal for sustained damage.
With Ulduar this is different as there's a multitude of different things happening at once. Some fights have 2-3 different raid occurences where some have even more. For example Kologarn has you running from Eye Beams as well as movement from arm to body or vice versa, the latter stages of Iron Council or Decon (if you're dps'ing boss and helping adds you'll need to switch targets and AoE continuously)
Kolo is a poor example because it is completely possible to negate the movement aspect of the fight as melee. He will never target anyone as close to the ledge as possible. My preference is to stand under his left (our right) armpit literally on the edge of the platform. The Right Arm has such a huge hitbox that I can hit it from that position.
This being said, Razorscale, Freya and Yogg are amazing examples of movement requirements in Ulduar.

... and even though you can stop movement for melee you still may need to move if you're too close to adds from arms (since you don't want to stress out healers).
Which is why you're on the right side of the room (Kolo's left arm). The adds spawn from Kolo's Right Arm, meaning they'll be on the other side of the boss from you. You don't even take damage or get the debuff from them.
You shouldn't ever kill his Left Arm unless it will kill him, under which circumstances the adds despawn as well.

So it depends on the way you do boss. So depending on situation and style movement could still occur as there's several different ways to do a boss and all of them are fine as long as boss is downed efficiently :P
I'd still prefer to remove the movement aspect altogether. Efficiency being the name of the game, you know?

It is good no matter what.
It allow you to keep the speed bonus whatever presence you are into.
