The reason BoM is better than Imp Judgements is because you will NEVER be using Judgements every time they come off of cooldown. You WILL be buffing BoM from time to time, dependant on who is in your raid. (The only class you should expect to supply this instead of you, is a Ret paladin. Warriors supply the same buff but theirs lasts a maximum of 5 minutes with the right talents. Its far easier for either you, or a Ret paladin to supply it, freeing up the warrior to cast Commanding Shout, or just focus on his own peformance if there's an Implock or another warrior.)
Additionally, Imp Conc is taken for those rare times you end up silenced.
The best and most viable Holy Paladin PvE build is something like this. (Note the usage of the word "something", I am by no means a complete expert.)

Blessed Hands is optional depending on how often you use your hands. (Eg, how good you are.)

Imp. Judgements - If you are 100% sure to have a ret pally with you each time you raid you can pick this up over imp BoM for your dailies.
Blessed Hands - Mainly a PvP talent for the increase in HoSac effectiveness. I havn't had to use HoSalv for ages unless using the glyph for a minor shield wall in PvP.
Imp. Conc Aura - A complete filler it has no use what so ever in PvE. I have yet to see a boss silence that is affected by silence reduction effects.
Aura Mastery - This has a slight use in PvE. Using it in the start of the fight with ret. aura to boost your tanks AoE threat by a little or giving them an extra 2% mitigation through dev. aura could be usefull. Nothing critical though. The immune to silence effects doesn't work in PvE (atleast i have yet to find a boss where it does work).
This
is a standard raiding build.
The point in imp. LoH is to be placed as you please. The two extra talents you can put in divinity/PoJ depending on preference.

i think this is bettert two percent increase of healing is better at begining, maybe at ulduar, when you overheal a lot, its maybe useless, but starting as holy is good to have that 2% increase

P.S. Noticed that you also moved 1 point from imp BoW to imp LoH.
If you desperatly want 2/2 imp LoH i say take the point out of aura mastery instead of imp BoW.
There's no reason to be running around with sub-par blessings.

imp judgment why? how often do you judge? if you are judging every 8 second, then put points in improved judgments, otherwise not :) because you will judge once a minute for a speed buff :) so bom is better to boost group dps

aura mastery - useful in resist fights....its all filler points but that is one spot it is useful for. I can't remem if i've done saph on mine as holy but I know our other holy pally pops it if we've gotten behind an iceblock and we see a blizzard headed our way when its too late to move before the breath.

Your prot and ret trees are cookie cutter.
Your holy tree is to some extent FUBAR.
Purifying Power - worthless.
Imp conc. aura - worthless.
Judgements of the pure - WIIIIIN
Enlightened judgements - Awesome to be able to stay out of cleave and what not.
Here
is a cookie cutter raid spec. (51/0/18+2) Spend the last two points as you please. Divinity? PoJ? And the point in Imp. LoH is a filler so feel free to move that around as well.

Aura Mastery may be a bit situational, but I've prevented raid wipes with it more than once. 260 Frost resist for everyone during Frozen Blows on Hodir is an amazing amount of mitigation, and basically necessary to avoid a wipe if a couple healers have gotten themselves frozen. It's a
one point
talent for a reasonably versatile panic button; nothing wrong with that.
