From the sounds of it, you're going to have really low TPS.
Your build has a focus on Physical and Magical damage (you've also missed Nerves of cold steel if not then you've missed IIT), and no clear UF rune dump, nor a good Blood rune dump.
If you're planning on DW - tank I'd suggest a deep Unholy or Frost build since they're more DW oriented than blood. The Panic buttons does
not
make it worth going that deep into blood.

Well for starters, again your build lacks a focus. What's your rotation like? What's your UF rune ability?
A magical + physical damage focus makes you a "jack-of-all-trades, master of none" ==> I suspect the Tps with this build is low .
On the blood side:
Improved Blood presence is terrible for tanks, if you can maintain 2-2.5k dps it'll only yield ~80-100 hps (it doesn't trigger from all attacks even).
Again, I dont think that improved Physical damage and one or 2 more "Oh snap!" buttons is worth digging that deep into blood.
In the frost section you're missing out on IIT (6% slower attack speed mainly, assuming you dont have a warrior/pala to supply it).
Nothing terrible in the Uh section.
But really, this whole "Twin focus" is gimping yourself, sure you could use this build and tank whatnot, but only because you can doesn't mean it's the best/good.
Concluding, you could use this build, but using any deep UH-dw tanking build (or any other normal 2-h tank spec) should yield better result.

If this is his DW tanking build it looks slightly similar to my DW DPS/Levelling build -_-, either i'm right or he is, If i'm right, you should rethink/drop this, If your right, I really don't get how. Anyways, I think if you where to have any points in blood, it should just be the first 5 you have put in, after that, quite a few of your talents are more dps oriented so I really would stop If I was desperate I would get veteran of the thhird war but I think that really should be left.
Now that I'm done moaning at you I'll say something nice: You made an excellent choice with anticipation (if you pull multiple trash mobs those dodges where you take no damage add up) and morbidity as Death and decay will be your main threat move .
