I used this list (from another thread), I personally think The Nexus is one that you want to start off with. You get a lot of badges from it and you can get an epic healing mace from the last boss.
Heroics I find to be Easy:
Drak'Tharon Keep
Violet Hold (as long as you know the strat for all possible bosses)
Nexus
Utgarde Keep
Azjol'Nerub
Caverns of Time: The Culling of Stratholme
Heroics I find to be Normal Difficulty:
Halls of Stone
Gun'Drak
Utgarde Pinnacle
Ahn'Kahet: The Old Kingdom
Heroics I find to be Hard:
Halls of Lightning
Oculus
This list is completely relative to your gear level, group composition, and skill of your other group members. But on average it'll look something like this.

From easiest to hardest:
Utgarde Keep - Last boss is annoying if you dont watch out for the silence.
Culling of Stratholme - Remember to use DP when running from wave to wave.
Nexus - Last boss can be a nuisance, remember to be active with aura switching on the mage.
Halls of Lightning - Loken can be a real pain if you dont beacon the tank.
Violet Hold - If you get the obliterator just beacon the tank. The kite boss is probably the hardest.
Drak'Tharon Keep - Second boss (giant dino) can be annoying if you have no anti-fear.
Azjol-Nerub - First boss is a real pain if DPS doesnt nuke the Skirmishers.
Utgarde Pinnacle - Gauntlet event and last boss can be hard if the group isn't that good on positioning.
Gundrak - Snake boss can be hard if you get snake wrapped. Last boss will be a nuisance if you get impaled alot.
Halls of Stone - All in all annoying the gauntlet is particularly hard if people dont get out of the bad stuff.
Oculus - Last boss is a very mobile fight and heavy on AoE damage.
Old Kingdom - A very intensive instance with lots of silences/stuns and AoE damage.
This is based on an average group.
Judging from personal experience and what i can recall right now this is how i would rate them.
Timed CoS is also most oftenly the easiest one since then the group tends to be very picky with who they invite.

If you're just straight pugging, UK, Nexus, and CoS are probably the easiest. If you know the people you're going with, and they're all good, Oculus is very easy. Gear doesn't even matter for half of the instance and the only even slightly tricky pulls have humanoid mobs, which can be hit with just about any CC. Oculus also has very, very good holy paladin epic legs.
