Here is the armory link.
Okay, so my friend is a prot warrior and he needs a bit of help with his tanking. I can't really help him so I decided to posta question on Wowhead. What would be appreciated is any advice that pertains to warrior tanking. Any suggestions as to what spec/glyph changes may be needed? And any new gear that he may aquire from 10 mans (except Ulduar) and heroics? Enchants as well. And what would be a good rotation to build threat on bosses and mobs(if there are any). Thanks.

your friend's gear looks raid-ready. if looking for upgrades to specific slots, try somethign like this:

he seams to be missing a
head glyph
. already has the rep, so just go pick it up.
what problem is he having? gear and talents look great....

He's got some upgrading for gear, but I'll let the other folks and the faq's help you.
Since you don't mention what he does during the fight, we don't know. Guessing from his glyphs though, you should probably tell him to get the Glyph of Cleaving and spam Cleave when he tanks packs of mobs. Also use Thunderclap and Shockwave during the initial pull and everytime its up. marking targets helps as well. See if that helps.

I don't use a Impale/Deep Wounds build, but i have no problem tanking and holding threat from DPS that out gear me. Looks like Grumbly has the exact same Talent spec as i do.
I personally prefer more survivability for me and my party than extra DPS/Threat that i don't really need.
For where you are in your tanking progression, what you say may certainly be correct. It's easy when you are with low DPS or bumming through heroics or easy Naxx runs. It isn't always this way.
Of all of your Imp Spell Reflect examples, the only one that even makes any difference would be Malygos Phase 2, and only then if you are in the progression stage of doing that fight. It is unnecessary.
4% less chance for a spell (direct damage spells remember, not anything like dragon breaths) to hit is nothing. Take a full raid recount and calculate how much spell damage you take. It's a very very small percentage.
Talent Points come at a premium. Blowing 2 talent points on Imp Spell Reflect isn't really a good idea.

The reason for 2/3 Puncture is to make Devastate cost 10 Rage instead of 12, when TC, SS, Shockwave and Conc Blow are on CD, and Demo Shout is on all the mobs, Devastate is heavily used to stack Armor debuffs, build additional Threat, and most importantly, proc Sword and Board, for SS to refresh and cost no Rage. It can be very draining on Rage. Only time Rage is abundant is when Berserker Rage is procced, or in some Boss fights.
given where devastate is on the priority list of skills, puncture is a pretty big waste of talent points.

You first say you have no threat issues.

Then you're back to saying you don't need additional threat or dps.
I think what everyone else is saying is that Imp Spell Reflect is only useful for basically one phase on one fight in Northren. Also since Devastate is pretty low on the list of priorities, wasting 3 points on that talent vs "survivability" talents isn't such a good idea. With those 5 points, you can basically get Impale AND Deep Wounds.
And for those folks who haven't tried Cleave, I would suggest you give it a shot. Last few Heroics I ran, the dps just went buck from the start (DK's using D&D, Mages Blizzarding, Druids Starfalling, etc) and I never lost aggro. Also came in 2nd for most of the Instance (3rd once we got to last boss) on 3 of the runs, lol. It's such a solid rage use that I rarely devastate at all on trash unless everything else and their mom is on CD.
