Absolutely, for the movement speed. If a boss requires moving, you'll see a DPS increase. It keeps you safer too, but that isn't why you spec it.

Only because you're specced for IUP doesn't mean you should stick in UP all the time :p
IUP is a great talent for any fights that require movement (i.e. mandatory for Ulduar), as you progress you might want to take a look at 12/0/59 builds or perhaps a 0/10/61 build? That way you'll have enough points for IUP (or you could just move some points from Necrosis for instance)

Even longer answer:
Ulduar almost requires it. A great deal of the bosses have _some_ movement aspect to them. Yogg-Saron, Hodir, Iron Council, Freya, Mimiron, Vexas, Auriaya (if your Guild kites her), plus old-school content like Sarth (and Sarth+drakes emphasizes this).
Get IUP. It's a DPS increase both in letting you get back on target faster AND by helping you stay alive to avoid the bad stuff like Flame Walls, Void Zones, land mines, explosive mushrooms, Runes of Power, etc.
Just be sure to stay in Blood Presence for the love of god.
